Considers adopting the Standard Assurances Agreement for all California Office of Emergency Services (CalOES) Federal Grant Programs for Fiscal Year 2023 and considers approving the Memorandum of Understanding (MOU) with Merced County to accept any future awards of the California State Homeland Security Grant Program funds for equipment, planning, administration, training, and exercises being funded through the County to the City of Merced for Fiscal Year 2023.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Adopting Resolution 2024-53, a Resolution of the City Council of the City of Merced, California, authorizing the City Manager to execute the California Governor’s Office of Emergency Services FY2023 Grant Assurances Agreement; and,

 

B.  Adopting Resolution 2024-54, a Resolution of the City Council of the City of Merced, California, authorizing the City Manager to execute the Office of Emergency Services State Homeland Security Grant Programs - Equipment, Planning, Administration, Training and Exercises agreement; and,

 

C.  Authorizing the City Manager to execute all documents, including any future amendments.

CITY COUNCIL PRIORITIES

Agency Partnerships and Future Planning as provided for in the FY 23/24 City Council Priorities.

 

DISCUSSION

Historically, the Merced County Office of Emergency Services (OES) awards funds to the City of Merced Fire Department and/or City of Merced Police Department through the State Homeland Security Grant Program (SHSGP).  Within the parameters and requirements of the grant program, monies are awarded by the Big 5 Committee to the individual agencies and jurisdictions within the County.  In anticipation of such an award, to conform to the grant requirements, the fire department is recommending that the Agreement for the Office of Emergency Services - State Homeland Security Grant Programs - Funding for Equipment, Planning, Administration, Training and Exercises (MOU) be executed through the required Resolutions.

 

The MOU is required by the State Homeland Security Grant Program and its purpose is to clarify the ownership of all equipment purchased with SHSGP funds.  All equipment purchased with SHSGP funds will remain the property of the Operational Area (Merced County), and it specifies that local agencies (City of Merced) will be provided the equipment for use at no cost.  The MOU clarifies the requirements of both the City and County in regard to the equipment and the acceptable use.

 

The CalOES Standard Assurances Agreement is required to be approved through a Resolution of the City Council of the City of Merced, California, authorizing the City Manager to execute the document, which is required to establish concurrence on the grant’s requirements.  Prior to receiving grant funds, the city must have an approved Grant Assurance Agreement on file with the County and State.

 

On 04/02/24, City Council approved the agreements and MOU’s for FY2021 and FY2022.

 

The County has now indicated that funds from Fiscal Year 2023 may be available and we are submitting the agreement and MOU for City Council’s approval. Should a grant be awarded, the Fire Department and/or Police Department will return to the City Council requesting acceptance and appropriation of grant funds.

 

IMPACT ON CITY RESOURCES

None currently.  Should the City be approved for funding, a subsequent Administrative Report will be prepared requesting: the use of pooled cash, a supplemental appropriation which will be sub-vented by an increase in revenues.
