RECOMMENDATION
City Council - Adopt a motion approving of a Supplemental Appropriation from the Unencumbered, Unreserved Fund Balance of the General Fund in the Amount of $103,000 for Fiscal year 2024/25 Art Projects; and,

DISCUSSION
The City Council in the past few years has allocated funding for art projects during the budget process. In fiscal year 2023/24, the City Council allocated $100,000 for art installations throughout Merced. As part of the 2024/25 budget, the City Council was advised that due to the demands of CalTrans and Heartland Creative Corps-funded art projects, staff did not have the capacity to manage additional art projects, and the $100,000 allocation for FY 2023/24 was not utilized and would be carried over into Fiscal Year 2024/25 budget. In order to carry over a budget into the new year certain administrative processes needed to be completed before the end of the 2023/24 fiscal year. Unfortunately, this process was missed by the department. To be able to use the $100,000 of funding that was not used in Fiscal Year 2023-24, the City Council will need to reappropriate the funding.
An additional amount of $3,000 is also being requested as a reappropriation of FY 2022-23 art funding due to a cancelled art project that had been encumbered. When the encumbrance was cancelled the funding did not carry over into the new fiscal year.
Staff is seeking approval to reappropriate both the $100,000 allocation from 2023/24 and the $3,000 from 2022/23 into the 2024/25 fiscal year.
IMPACT ON CITY RESOURCES
To support art projects in fiscal year 2024/25, staff is seeking approval of a supplemental appropriation of $103,000 from the unreserved, unencumbered fund balance in the General Fund to the City Manager’s Professional Services Account Line 10001000-511012.
This supplemental appropriation will require 5 affirmative votes from Council.
