RECOMMENDATION
City Council - Adopt a motion:
A. Accepting CMAQ grant funds and increasing revenue in account 450-1104-321.32-00 by $639,449 and appropriating the same to account 450-1104-637-65-00 (Project No. 119042) for construction costs associated with construction of sidewalks on I Street from south of W. 25th Street to W. 28th Street, on Martin Luther King Jr. Way from W. 26th Street to W. 28th Street and on K Street from W. 26th Street to W. 28th Street, and,
B. Approving the use of pooled cash until reimbursement is received from the grant; and,
C. Authorizing the City Manager or the Deputy City Manager to execute the necessary documents.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statues of 1997 (SB 45, KOPP). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines
(adopted on October 14, 2009).

As provided for in the 2021-22 Adopted Budget.
DISCUSSION
In November 2016, the City applied for CMAQ funds to install a continuous path of travel for students and the residential community surrounding and leading to John Muir School.
Appropriation was made at the July 2, 2018, Council Meeting for accepting CMAQ grant funds in the amount of $67,906 for Preliminary Engineering costs for the design of the sidewalks for John Muir School.
This portion of the project is for construction. The Federal-Aid Projects Program allows $639,449 in grant funds and a local match of $82,847 toward construction of this project.
IMPACT ON CITY RESOURCES
Staff recommends accepting grant funds from the State of California adopted Congestion Mitigation and Air Quality Improvement (CMAQ) Program, increasing revenue in account 450-1104-321.32-00 in the amount of $639,449 and appropriating the same to account 450-1104-637.65-00-119042 for the construction costs. Additionally, Measure V Funds will be used as the construction matching funds requirement in the amount of $82,847.
