DISCUSSION
In Mid-August the City had a water main leak under the Bear Creek Bike Path near Oleander Avenue. The leak resulted in erosion of the embankment and the undercutting of the Bear Creek Bike Path. City Water Division staff were able to isolate the leak and abandon the portion of the water main that was run under Bear Creek. The City has been in contact with Merced County Public Works as this is in the County’s jurisdiction. The City and County have worked together to coordinate efforts to begin the repair and the County is the CEQA Lead Agency as this is in the County’s jurisdiction.
The City made contact with Galvin Preservation Associates (GPA). The City has current and previous contracts with GPA on other projects which require these services. The following are the main tasks associated with this contract:
1. Project Initiation
2. California Environmental Quality Act Notice of Exemption
3. Preliminary Geotechnical Investigations Support
4. Regulatory Agency Notifications
a. U.S. Army Corps of Engineers Section 404 Notification
b. Regional Water Quality Control Board Section 401 Water Quality Certification
c. California Department of Fish and Wildlife Section 1610 Notification of Emergency Work
5. Central Valley Flood Protection Board Minor Alteration Authorization Letter
6. Post-Construction Surveys and Reporting
The Galvin Preservation Associates fee proposal for completing the above tasks is for the not-to-exceed sum of $64,705.00.
