REPORT IN BRIEF
Considers awarding the bid to LSI SCALES, for the purchase and installation of one seventy by eleven-foot portable truck scale for the Land Application Division at the Wastewater Treatment Plant.
RECOMMENDATION
City Council - Adopt a motion:
A. Awarding the bid to LSI SCALES, for the purchase and installation of one seventy by eleven-foot portable truck scale for the Land Application Division at the Wastewater Treatment Facility not to exceed $130,694.81; and,
B. Authorizing the City Manager to execute the necessary documents, the City Buyer to issue the Purchase Order, and approval of change orders not to exceed 10% of the total purchase price.

AUTHORITY
Charter of the City of Merced, Article XI, Section 1111-Competitive bidding, and Merced Municipal Code Chapter 3.04, Article III - the purchase of materials, supplies, equipment, and contractual services of an estimated value greater than thirty-eight thousand dollars ($38,000.00), the "contract threshold," shall be made by the purchasing supervisor by written contract with the lowest responsible bidder.

DISCUSSION
The Wastewater Treatment Plant, Land Application Division, needs a truck scale to measure commodity trucks coming in empty and leaving full. Certified weight tags are required for all commodity transactions as specified in the agreement to broker contract with San Joaquin Hay Growers Association. Commodity scales are a fundamental piece of equipment that is utilized by growers, brokers, and dairies throughout the area and will provide the City of Merced with the most accurate measurement of commodity transactions.
Staff prepared bid specifications for one, seventy by eleven-foot portable truck scale and the invitation for bids was advertised both in the Merced County Times newspaper and the City’s website. Bids were publicly opened on August 20, 2024, at 2:00 p.m., with LSI Scales, Best Weigh Scale Company Inc, Michelli Weighing and Measurement, and Quality Scales Unlimited submitting bids.
LSI Scales submitted the lowest responsible bid of $122,200, plus tax, for a total cost of $130,694.81. Staff recommends awarding the bid to LSI Scales for the purchase of the portable truck scale.
IMPACT ON CITY RESOURCES
The equipment was approved in the FY 2024/25 adopted budget; no additional funding is needed. Equipment will be purchased using funds budgeted in Fund 60006085-WWTP Land Application, Capital Project # CP250037.
