Considers approving multiple Professional Services Agreement Amendments for Geotechnical Engineering, Traffic Engineering, Civil Engineering, Design, and Surveying services for the City’s Capital Improvement Projects. The services provided under these agreements will be funded from Capital Improvement Project budgets as needed through the contract period ending September 6, 2025, at the hourly rates set forth in Exhibit B of each original respective agreement.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving Second Amendments to Professional Service Agreements with NV5, Quad Knopf, Inc., and JLB Traffic Engineering to extend the term for services to September 6, 2025; and,
B. Approving Third Amendments to Professional Service Agreements with Advance Mobility Group, North Star Engineering, and O’Dell Engineering to extend the term for services to September 6, 2025; and,
C. Approving Second Amendments to Professional Service Agreements with BSK Associates, Crawford & Associates, and Dokken Engineering to extend the term for services to September 6, 2025, and increase the Not to Exceed amount for additional project support; and,
D. Authorizing the City Manager to sign the necessary documents; and,
E. Authorizing the Finance Officer to make necessary budget adjustments.

DISCUSSION
On September 7, 2021, the City Council approved contracts with NV5, Quad Knopf, Inc., JLB Traffic Engineering, Advanced Mobility Group, North Star Engineering, O’Dell Engineering, BSK Associates, Crawford & Associates, and Dokken Engineering to provide Geotechnical Engineering, Civil Engineering, Traffic Engineering, Design, and Surveying services to the City in support of Capital Improvement Projects. The contracts had a maximum contract value of $500,000 and an expiration date of September 6, 2023, with the option to renew annually for two additional terms.
On February 22, 2022, the City Council approved First Amendments to Advance Mobility Group and O’Dell Engineering to increase the Not to Exceed amount from $500,000 to $1,500,000 due to increased need of consultant services for the City’s Capital Improvement Projects.
On October 3, 2022, the City Council approved a First Amendment to North Star Engineering to increase the Not to Exceed amount from $500,000 to $2,500,000 for the necessary consultation services they were providing on multiple projects and to provide continued support on future projects.
On November 20, 2023, the City Council approved First Amendments and Second Amendments to NV5, Quad Knopf, Inc., JLB Traffic Engineering, Advance Mobility Group, North Star Engineering, and O’Dell Engineering to extend the term for services by one year to expire on September 6, 2024. First Amendments to BSK Associates, Crawford & Associates, and Dokken Engineering to extend the term for services to September 6, 2024, and increase the Not to Exceed amount for additional project support were also approved.
The Engineering Department is requesting approval of Second Amendments to Renew the Professional Service Agreements with NV5 (Geotechnical Engineering, Construction Observation, Materials Testing, and Traffic Engineering), Quad Knopf, Inc. (Surveying), and JLB Traffic Engineering (Traffic Engineering).
The Department is also requesting approval of Third Amendments to Renew the Professional Service Agreements with Advanced Mobility Group (Traffic Engineering), North Star Engineering (Civil Design, Engineering and Surveying), and O’Dell Engineering (Civil Design, Engineering and Surveying).
Finally, the Department is requesting approval of Second Amendments to Renew and Increase Compensation to Professional Service Agreements with BSK Associates (Geotechnical Engineering, Construction Observation, and Materials Testing), Crawford & Associates (Geotechnical Engineering, Construction Observation, and Materials Testing), and Dokken Engineering (Civil Design and Engineering). The requested compensation increase for BSK Associates is $250,000 for a total contract amount of $1,000,000. The requested compensation increase for Crawford & Associates is $100,000 for a total contract amount of $900,000. The requested compensation increase for Dokken Engineering is $400,000 for a total contract amount of $1,700,000. Dokken Engineering was recently contracted to provide the engineering support on the Bear Creek Restoration project, which encumbered most of their remaining on-call compensation balance.
The proposed amendments will allow these consultants to continue their support of the City’s Capital Improvement Projects. These funds are only used on projects which
have funding allocated to them. Additionally, many services that are performed by the on-call consultants are more specialized and provide support to the Engineering staff.
This will be the final amendment to these agreements and the Engineering Department will advertise a Request for Proposals next year to create a new on-call list.
IMPACT ON CITY RESOURCES
Funding for these contracts will be allocated from Capital Improvement Projects as needed.
