RECOMMENDATION
City Council - Adopt a motion approving Professional Services Agreements with Goodwin Consulting Group, Inc. to prepare the Rate and Method of Apportionment for Community Facilities Annexations Numbers 18, 19, and 20 in the amounts of $7,000, $9,000, and $7,000 respectively, and authorizing the City Manager or Deputy City Manager to execute the necessary documents.

DISCUSSION
Goodwin Consulting Group has provided ongoing services to prepare the Rate and Method of Apportionment (RMA) for Community Facilities District (CFD) annexations since the City’s initial formation in 2003. The RMA determines the special tax to be assessed for each property within the CFD. Goodwin Consulting Group has been working with the City for many years and provides a range of services related to the administration of the City’s Community Facilities District.
The contracts are for Annexations Numbers 18, 19, and 20. Due to the timing of the annexations, the contracts were prepared separately. Due to an oversight in processing the contracts, the work has already been performed. However, in order to provide payment to Goodwin Consulting, Inc. for their services, the contracts must be in place.
The contract for Annexation No. 18 is for an amount not to exceed $7,000. This contract is the second amendment to a contract that originally came to City Council for information only on November 16, 2020. The original contract was for Annexation No. 16 in the amount of $3,000. The first amendment to the contract was approved on May 3, 2021 for Annexation No. 17, in the amount of $15,000. The original contract and first amendment are provided at Attachment 2. The original contract, the first and second amendments total $25,000.
Because the total of the contracts for Annexation Numbers 18, 19 and 20 exceeded the allowable amount without City Council approval, staff is requesting City Council approve these individual contracts. The contract amount for Annexation No. 19 is not to exceed $9,000, and for Annexation No. 20, the contract amount is not to exceed $7,000. The total for the second amendment and the two new contacts is not to exceed $23,000.
City Council Action
The City Council is being asked to approve the contracts with Goodwin Consulting for Annexation Numbers 18, 19, and 20 (Attachments 1, 3, and 4, respectively).
IMPACT ON CITY RESOURCES
There are no impacts on City Resources with the approval of these contracts. The property owners/developers for each CFD annexation area have made a deposit to cover the costs of the CFD annexation. Deposit and Reimbursement Agreements have been approved with each property owner/developer to allow the City to use these funds to pay for the services provided by Goodwin Consulting Group.
