SUBJECT: Approval of a Lease Agreement for the 27th and K (Central) Youth Center with Restorative Justice League for Afterschool Youth Programming for a One Year Term with an Option to Extend the Term for an Additional Two Years

 

REPORT IN BRIEF

Considers a lease agreement for the 27th and K (Central) Youth Center to Restorative Justice League for afterschool youth programming.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving a lease agreement with Restorative Justice League for afterschool youth programming at the Central Youth Center for a one-year term; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents.

DISCUSSION

In years prior City Council instructed staff to rehabilitate the 27th and K Youth Center in preparation to lease the facility for youth programming activities. The facility underwent repairs and upgrades and had since been renovated. Prior to the Pandemic, the lease agreement and programming were approved by Council to authorize Restorative Justice League use of the facility.

 

Although programming had taken place, social distancing and the shutdown of gathering spaces caused programming to cease in 2021. Due to the uncertainty of programming being allowed in the future, an extension of the previous lease ending September 7, 2021 had not been requested by the service provider.

 

With the reduced restrictions on social distancing and gathering spaces Restorative Justice League is looking to open for programming once again and is requesting a new lease for the term of one year with the potential for extending for two additional consecutive years. The contract is before you today for your review and approval.

 

IMPACT ON CITY RESOURCES

Annually, City of Merced is responsible for not to exceed $7,500 toward utilities services for this facility. Funding is available within the fiscal year 2021-22 and fiscal year 2022-2023 proposed budget.

 

Lessee and other leasing entities will be responsible to pay the costs of the monthly utility charges of this facility that exceeds the $7,500.
