REPORT IN BRIEF

Accepts nominations to fill one Commissioner vacancy in District 5, the At-Large seat and one Ex-Officio seat on the Bicycle and Pedestrian Advisory Commission. 

 

RECOMMENDATION

City Council - Adopt a motion accepting nominations and appointing one individual to serve as Commissioner for District 5, one individual to serve as the At-Large Commissioner and one individual to serve as an Ex-Officio member.

DISCUSSION

The Bicycle and Pedestrian Advisory Commission (BPAC) serves as an advisory body to the City of Merced advising the City Council on matters relating to improving conditions for bicycling, pedestrian activity, and other modes of active transportation within the City of Merced, as well as the mobility needs of the elderly and those with disabilities.

The Commission consists of seven registered City of Merced voting members appointed by Council District, with up to four ex-officio members appointed at City Council discretion. Ex-officio members are non-voting members who may be non-City residents who live within the City’s sphere of influence or persons who otherwise demonstrate a strong concern for bicycle and pedestrian related issues within the City. Regular meetings are held on the fourth Tuesday of every even numbered month during normal business hours.

 

Currently the Bicycle and Pedestrian Advisory Commission has two (2) district vacancies (District 2 and District 6), an At-Large vacancy, and is in need of a replacement commissioner for District 5 as Mr. Friedman has been serving past his term expiration until an applicant is appointed to replace him. Additionally, there are two (2) Ex-Officio seats available.

 

In accordance with Council direction, the Clerk’s Office has noticed vacancies for all boards and commissions in a local newspaper and maintains an updated vacancy notice for all boards and commissions outside City Hall, at the entrance of the Council Chamber, on the City’s social media, and on the City’s website. Additionally, in accordance with Government Code 54972, the Clerk’s Office posts the Local Appointments List yearly.

 

The Clerk’s Office has received three qualified applications for the vacancies.  The applications of Jagdishkumar Modi (District 5), Adam Klier (District 1), Christine Chavez (District 3) and a current Bicycle and Pedestrian Advisory Commission roster are attached.
