SUBJECT: Award a Bid to AG Towing for the Merced Police Department Evidence and City Vehicle Tow Service

 

REPORT IN BRIEF

Considers awarding of a bid to AG Towing for the Merced Police Department Evidence and City Vehicle Tow Service Agreement with service term from December 1, 2021 through June 30, 2023.

 

RECOMMENDATION

City Council - Adopt a motion awarding the bid to AG Towing and approving the Merced Police Department Evidence and City Vehicle Tow Service Agreement and authorizing the City Manager or Deputy City Manager to execute the necessary documents.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1111-Competitive bidding, and Merced Municipal Code Chapter 3.04, Article III - the purchase of materials, supplies, equipment, and contractual services of an estimated value greater than thirty-four thousand dollars ($34,000.00), the "contract threshold," shall be made by the purchasing supervisor by written contract with the lowest responsible bidder.

As provided for in the FY 21/22 Adopted Budget.

 

DISCUSSION

Staff prepared bid specifications for the cost related to towing of Merced Police Department evidence vehicles and the towing of city owned police department vehicles and the invitation for bids was advertised both in the Merced County Times newspaper and the City’s website.  Bids were publicly opened on November 11, 2021, at 2:00 p.m., with AG Towing being the only company to submit a bid. AG Towing is currently on the Merced Police Departments Tow Service Agreement for rotational tows.

 

The cost for the tows is as follows:

 

A.                     Tow rates:

1.                     Light Duty Tow Rate                                                                $150.00 per hour

2.                     Medium Duty Tow Rate                                                               $150.00 per hour

3.                     Heavy Duty Tow Rate                                                               $200.00 per hour

 

B.                     Storage Rates:

1.                     Flat Rate for Storage                                                               0

2.                     Storage of Commercial Vehicles                                          0

 

C.                     Call-Out Post Storage Inspection Rate                     $95.00 per hour

 

D.                     Tire Repair / Replacement Rate                                          $95.00 flat rate within city limits

$100.00 flat rate outside city limits

 

Staff recommends awarding the bid for the towing of Evidence and City Police Vehicles to AG Towing. The term of the Towing Service Agreement with Ag Tow is from December 1, 2021 through June 30, 2023.

 

IMPACT ON CITY RESOURCES

The average annual cost for this service has been approximately $4,800.

No budget appropriation is needed. Funding for the towing service is available within the FY2021-22 adopted budget under account 001-1002-522-17-00. Future year costs will be included in the budget process.
