REPORT IN BRIEF

Introduction of an Ordinance to amend sections 10.16.010, 10.28.230, 10.28.235, 10.28.275, 10.28.350, and 10.32.056 of the Merced Municipal Code.

 

RECOMMENDATION

City Council - Adopt a motion introducing Ordinance 2542, an Ordinance of the City Council of the City of Merced, California, amending sections 10.16.010 “Speed Limits,” 10.28.230 “No Parking Zones,” 10.28.235 “Motorcycle Parking,” 10.28.275 “Disabled Persons - On-Street Parking,” 10.28.350 “Ten-Minute Parking Zones,” and 10.32.056 “Passenger Loading Zones - Permanent” of the Merced Municipal Code.

1.  Approve, as recommended by the Traffic Committee; or,

2.  Modify ordinance for adoption; or,

3.  Deny.

 

AUTHORITY

This request amends Sections 10.16.010, 10.28.230, 10.28.235, 10.28.275, 10.28.350, and 10.32.056 of the Merced Municipal Code (MMC).

 

The California Vehicle Code (CVC) gives a local body (or official) jurisdiction for traffic control devices, provided the devices are installed in accordance with the State Traffic Manual.

 

CITY COUNCIL PRIORITIES

Not applicable.

 

DISCUSSION

10.16.010 “Speed Limits”

 

A.                     As a result of the November 9, 2021, meeting, the Traffic Committee recommends the removal of the 35 miles per hour speed limit and the addition of a 30 miles per hour speed limit on Donna Drive, between R Street and M Street.

 

The Traffic Committee was requested by Ralph Gladwin to explore options to reduce the speed of traveling vehicles.

 

10.28.230 “No Parking Zones”

 

A.                     Elimination of a duplicate no parking zone, from the Merced Municipal Code, along the North and South sides of Eagle Street.

 

B.                     As a result of the January 12, 2021, meeting, the Traffic Committee recommends the addition of no parking zones to be put in along the South side of Buena Vista Drive. 

 

The Traffic Committee was requested by Merced City School District to add no parking zones at the intersections to improve line of sight near Rivera Middle School and Rivera Elementary School.

 

C.                     As a result of the May 11, 2021, meeting, the Traffic Committee recommends the addition of no parking zones on the East side of K Street, North of 18th Street.

 

The Traffic Committee was requested by Christine Chavez to add a no parking zone for the purpose of loading and unloading of The Bus at this location.

 

D.                     As a result of the July 13, 2021, meeting, the Traffic Committee recommends the addition of no parking zones to the East and West of the driveway at 2651 Cooper Avenue.

 

The Traffic Committee was requested by Conrad Noriega to add a no parking zone due to the restriction of ingress and egress of delivery trucks serving the facilities.

 

E.                     As a result of the November 9, 2021, meeting, the Traffic Committee recommends the addition of a no parking zone on the South side of Grogan Avenue.

 

The Traffic Committee was requested by City of Merced, Public Works to add a no parking zone to improve line of sight while exiting the parking lot.

 

F.                     City of Merced, Engineering requested the addition of a no parking zone on the West side of V Street due to the installation of an additional lane as part of the Project No. 117038 - V Street Improvements - 16th Street to 18th Street.

 

10.28.235 “Motorcycle Parking”

 

A.                     City of Merced, Engineering requested the addition of motorcycle parking, at various locations, on the East and West sides of N Street between 16th and 18th Streets as part of Project No. 120060 - N Street Improvements.

 

10.28.275 “Disabled Persons - On-Street Parking”

 

A.                     City of Merced, Engineering requested the addition of disabled persons - on-street parking on the East side of N Street between 16th and 18th Streets as part of Project No. 120060 - N Street Improvements - 16th Street to 18th Street.

 

10.28.350 “Ten-Minute Parking Zones”

 

A.                     As a result of the July 13, 2021, meeting, the Traffic Committee recommends the addition of a no parking zone on the North side of Buena Vista Drive.

 

The Traffic Committee was requested by City of Merced, Council Member Sarah Boyle to add a ten-minute parking zone to allow constituents to access the mailbox across the street from Fahren’s Park parking lot.

 

10.32.056 “Passenger Loading Zones- Permanent”

 

A.                     City of Merced, Engineering requested the addition of passenger loading zones - permanent, on the West side of N Street in front of the Tioga Hotel, as part of Project No. 120060 - N Street Improvements - 16th Street to 18th Street.

 

IMPACT ON CITY RESOURCES

No appropriation of funds is needed.
