DISCUSSION
History and Past Actions
The Personnel Board, created by City Charter, recommends to City Council the adoption, amendment, or repeal of civil service rules and regulations, in addition to other personnel matters. The Board consists of five members who serve four-year terms of office.
The members of the Personnel Board shall be nominated and appointed in the following manner:
One member shall be appointed by the City Council from a list of six persons and one member shall be appointed by the City Council to serve as the Board nominated member.
There are two vacancies on the Personnel Board. The Council appointed seat is vacant with the term end-date of July 1, 2026, with the resignation of Richard Wendling. While recruiting for the Council Appointed member, the Board nominated seat became vacant with the resignation of Sydni Crane; the term end-date being July 1, 2025.
The Personnel Board has been left with three members facing multiple issues with quorum and availability. The Board meets at their regular meeting on the second Monday of the month at 4PM, and in addition to this, the Board must attend Special Meetings for various of reasons, such as appeals of discipline and grievances for employees. With the additional meetings, many members are unable to attend making it difficult to obtain quorum for the Special Meetings.
Applicants have been contacted to confirm their availability for the Regular Meetings and Special Meetings the Personnel Board holds. An asterisk has been placed next to their name to indicate if the applicant confirmed their availability.
Board Nominated - The Clerk’s Office has received an eligible application from **Phyllis Krego.
Council Appointed - The Clerk’s Office has received eligible applications from **Angel Santellano, Margarieta Serena, Melissa Rosales, **Pamela Toconis, Rene Banda, and **Sabrina Abong.
