REPORT IN BRIEF

Nomination for appointment to the Measure V Transportation Expenditure Plan - Citizens Oversight Committee.

 

RECOMMENDATION

City Council - Adopt a motion nominating a member to the City of Merced seat on the Citizens' Oversight - Measure V Committee.

DISCUSSION

Measure V is Merced County’s transportation sales tax that was passed by voters in November 2016.  It is estimated that the measure will generate $15 million in new revenue annually for a total of $450 million through the life of the measure.  As the Local Transportation Authority for Merced County, the Merced County Association of Governments (MCAG) will administer the program.

 

The purpose of the Citizens' Oversight - Measure V Committee is to provide input on implementation of the Plan, to advise the MCAG Board if and when the Plan needs to be augmented, and to ensure that the funds are being spent in accordance with the Plan.  The purpose of the Citizens’ Oversight - Measure V Committee is to inform the public and to ensure that the Transportation Measure funding program revenues and expenditures are spent as promised to the public.

 

The City was notified in April 2020 by MCAG to begin accepting applications for the City of Merced seat on the committee due to the City’s initial appointee, Karla Seijas, not applying for appointment to a second term.  The application was posted on the City’s website with notification provided to the public through various social mediums and with several press releases.  At the January 4, 2021 Council Meeting, the Council nominated Don Bergman to the vacant seat.  Mr. Bergman has since resigned his position on the committee.  Attached are the remaining applications received from the recruitment.
