RECOMMENDATION

City Council - Adopt a motion approving a supplemental appropriation from the unencumbered, unreserved fund balance of Fund 3002-Bell Station in the amount of $45,000 for property utilities and $6,000 in Operating Materials and Services at the Bell Station located at 415 W. 18th Street.

Body

ALTERNATIVES

1.  Adopt the motion as recommended by staff; or

2.  Modify the action (specify in motion); or

3.  Deny the action.

AUTHORITY

Charter of the City of Merced, Section 200.

CITY COUNCIL PRIORITIES

As provided for in the 2025/2026 Adopted Budget.

DISCUSSION

The City is actively working towards releasing the Bell Station to another public agency. In the meantime, staff requests additional utilities for a total of $45,000 be appropriated to help offset the increasing power and natural gas costs that do not equate to the monthly rent received. The remaining $6,000 will be allotted to Operating Materials and Services for inadvertent building repairs that occur. Such repairs include broken windows, AC servicing, inspection, etc.

Listed below are the actuals of the last 3 months of the current fiscal year:

Utilities: July 2025 - September 2025

                     PG&E: $19,589.20

                     City of Merced Utilities: $7,270.38

                     Total: $26,859.58

                     Monthly Average: 8,953.19

Staff is requesting Council approval for a supplemental appropriation in the amount of $51,000 from the unencumbered, unreserved fund balance of the 3002-Bell Station Fund.

IMPACT ON CITY RESOURCES

The Bell Station Fund did not expend as much as they had anticipated in Fiscal Year 2024-25; therefore, there is a savings of $51,000 that can be reappropriated in the current Fiscal Year.  A supplemental appropriation of $51,000 is being requested from Fund 3002-Bell Station with $45,000 designated to Utilities 30022520-511001 and $6,000 to Operating Materials and Services line 30022520-511013 to cover the building repairs and utilities at the Bell Station located at 415 W. 18th Street.

This item will require 5 affirmative votes of Council Members for approval.
