City Council - Adopt a motion approving the street closures of West Main Street, from “K” Street to “M” Street, and Canal Street from W 19th Street to W Main Street along with the use of Bob Hart Square from 5:00 A.M. until 12:00 P.M. Street closure of the #2 lane (slow lane) of southbound M Street from W 25th Street to W 23rd Street on November 19th, 2023, from 5:00 A.M. until 12:00 P.M.

DISCUSSION
A request received from City of Merced Parks and Recreation Department, to close or temporarily stop traffic at intersections for participants in the event for the following streets and intersections for a city sponsored 5K / 10K run on November 19th :
Closure of:
• West Main Street between “K” Street and “M” Street
• Canal Street between W 19th Street and W Main Street
• The closure of the #2 (slow lane) of southbound “M” Street from W 25th Street to W 23rd Street.
• The use of Bob Hart Square
Temporary and intermittent closures of the following intersections:
• W Main Street at “M” Street
• W Main Street at “N” Street
• W Main Street at “O” Street
• W 18th Street at “O” Street
• W 18th Street at “N” Street
• “N” Street at W 19th Street
• “N” Street at W 20th Street
• “N” Street at W 21st Street
• “N” Street at W 22nd Street
• “O” Street at W 22nd Street
• W 23rd Street at “O” Street

The 2023 5K / 10K run staging area will be on W Main Street between Canal Street and K Street along with the use of Bob Hart Square starting at 5:00 A.M. until 12:00 P.M. There will be several different start times for each of the different runs. The run will end in the 1700 block of Canal Street. All the main events will be held in the downtown area of W Main Street between “K” Street and “M” Street and Canal Street between W 19th Street and W Main St.
The 5K runners will start west on W Main Street from Bob Hart Square to “O” Street, turn north on “O” Street to West 18th Street. They will turn east on W 18th Street from “O” Street to “N” Street. North on “N” Street to W 21st Street. They will take the west fork in the road through the library parking lot north to W 22nd Street. On W 22nd Street they will travel west to “O” Street and turn north to W 23rd Street. West 23rd Street east to “M” Street. At “M” Street they will enter the closed southbound #2 lane of “M” Street. “M” Street will be closed by barricades and cones. The runners with run north on “M” Street to W 25th Street where they turn west on W 25th Street. W 25th Street to the west parking lot into the Zoo. They will enter the Bear Creek Bike Path through the Zoo Parking Lot. They will follow the bike path under “M” Street to Canal Street. They will exit the bike path at Canal Street and travel south on Canal Street to the finish line in the 1700 block of Canal Street just north of Bob Hart Square.
The 10K runners will start west on W Main Street from Bob Hart Square to “O” Street, turn north on “O” Street to West 18th Street. They will turn east on W 18th Street from “O” Street to “N” Street. North on “N” Street to W 21st Street. They will take the west fork in the road through the library parking lot north to W 22nd Street. On W 22nd Street they will travel west to “O” Street and turn north to W 23rd Street. West 23rd Street east to “M” Street. At “M” Street they will enter the closed southbound #2 lane of “M” Street. “M” Street will be closed by barricades and cones. The runners with run north on “M” Street to W 25th Street where they turn west on W 25th Street. W 25th Street to the west parking lot into the Zoo. They will enter the Bear Creek Bike Path through the Zoo Parking Lot. They will follow the bike path under “M” Street and under the “G” Street bridges to near Branco Ave where they will turn around and follow the same path back to Canal Street. They will exit the bike path at Canal Street and travel south on Canal Street to the finish line in the 1700 block of Canal Street just north of Bob Hart Square.
The event is requesting the closures areas on November 19th, 2023, between 5:00 A.M. until 12:00 P.M. this will include set up and clean up.
The Merced Police Department will provide traffic control services during this event. The Merced Police Department will station a Police Officer at the intersections of W Main Street and “M” Street to stop traffic allow the runners to cross the street and then allow traffic to flow north and south bound between races. If other City services are needed beyond the assistance of the Merced Police Department, the request will be made separately and to the appropriate departments.
The Merced Police Department will utilize approximately two (2) Police Sergeants, two (2) Police Community Service Officers, three (3) Traffic Officers, two (2) police officers two (2) Parking Enforcement Officers and thirty (30) Police Explorer Scouts to conduct traffic control for this event.
The City of Merced Parks and Recreation Department will take full responsibility for notifying the businesses and residences along the 5K/10K route, providing ample notification of the event. The posting of No Parking signs, W Main Street between “K” Street and “M” Street and Canal Street between W 19th Street and W Main Street, shall be done no less than twenty-four (24) hours prior to the event. The run is expected to bring approximately 1500 participants and spectators.
The City of Merced will be held subject to the following conditions:
1. Event sponsors shall furnish a certificate of liability insurance with coverage of no less than $1,000,000.00 and naming the City of Merced as additional insured.
2. Event sponsors shall contact all businesses and residences affected by the street closure, advising them of the hours, conditions and reason thereof.
3. Event sponsor shall be responsible for placing and removing all traffic barricades and posting of parking restrictions where streets are closed no less than 24 hours prior to the parade.
4. Event sponsor shall be responsible for disposing of any trash and debris generated from the event.
5. Event sponsor shall provide adequate supervision throughout the run route as required by the Police Department.
6. Event sponsors shall agree to indemnify and hold harmless the City, its officers, agents, and employees from any and all liability, costs, damages, or injuries to persons or damage to property which might arise out of or in any way be connected with the use of an encroachment/street closure permit for this event.
