REPORT IN BRIEF

Considers accepting $470,813 in Federal CMAQ Grant funding for construction of sidewalks on the east and west side of Nottingham Lane from Olive Avenue to Hansen Avenue, and the construction of sidewalks on Tamworth Court, Buckingham Court and an approximately 120-foot section along Alexander Avenue, and the installation of ADA ramps where necessary.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Accepting CMAQ grant funds and increasing revenue in Fund 5005-Street and Signal CIP in the amount of $470,813 and appropriating the same to Project No. CP21004-CMAQ Nottingham Sidewalk for costs associated with construction of sidewalks on the east and west side of Nottingham Lane from Olive Avenue to Hansen Avenue, and the construction of sidewalks on Tamworth Court, Buckingham Court, and an approximately 120-foot section along Alexander Avenue, and the installation of ADA ramps where necessary; and,

 

B.  Approving the use of pooled cash until reimbursement is received from the grant; and,

 

C.  Authorizing the City Manager to execute the necessary documents; and,

 

D.  Authorizing the Finance Officer to make any necessary budget adjustments.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statutes of 1997 (SB 45, KOPP). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines

(Adopted on October 14, 2009).

As provided for in the 2023-2024 Adopted Budget.

                     

DISCUSSION

In June 2020, the City applied for Congestion Mitigation and Air Quality Improvement (CMAQ) funds to design and construct 5-foot sidewalks on the east and west side of Nottingham Lane from Olive Avenue to Hansen Avenue. Additionally, the project consists of 5-foot sidewalks to be installed on Tamworth Court, Buckingham Court and an approximately 120-foot section along Alexander Avenue. ADA ramps will be installed where necessary.

 

In December 2021, Council accepted Federal-Aid Projects Program Supplement Agreement No. 035-F to allow $46,920 in grant funds and a local match of $6,080 toward the Preliminary Engineering of the project allowing for design, preparation of engineering plans and specifications, and environmental review.

 

Currently, sidewalks do not exist along Nottingham Avenue from Olive Avenue to Hansen Avenue, and Tamworth and Buckingham Courts off of Nottingham. Additionally, there is approximately 120-foot gap of missing sidewalk on the south side of Alexander when approaching Nottingham. The installation of sidewalks on these streets will increase the safety for those who live in this neighborhood and allow for safe walking paths for students in the area.

 

This phase of the project is for construction. The Federal-Aid Projects Program allows $470,813 in grant funds and a local match of $60,999 toward construction of this project. The Amendment Modification Summary (E-76) was received back in September 2022, however the process to bring to Council for approval did not occur. This report is to rectify that and receive Council approval so Engineering can proceed with construction.

 

The project is anticipated to be advertised for bidding by mid-February 2024. Staff anticipates contractor bids will be received and reviewed within one month.  At that time, Staff will present the bids to City Council to award the construction contract.

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded by Fund 2008-Measure V Alt Modes and CMAQ funds.  Fund 2008-Measure V Alt Modes will be used for the local match portion of the project and there are sufficient funds available within the FY 2023-24 adopted budget.   Additional funds may be requested at a later date, based on the construction bids received.
