REPORT IN BRIEF

Considers adopting a Resolution approving and accepting $756,873 in Local Transportation Funds (LTF) from Merced County Association of Governments (MCAG) to appropriate funding for the Mission Avenue Road Rehabilitation project.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Adopting Resolution 2025-69, a Resolution of the City Council of the City of Merced, California, approving the Local Transportation Fund (LTF) Claim to be Filed with the Merced County Association of Governments (MCAG) for Fiscal Year 2024/2025; and,

 

B.  Authorizing the City Manager to execute the necessary documents; and,

 

C.  Authorizing the Finance Officer to make any necessary budget adjustments.

1.  Approve the request as recommended; or,

2.  Deny the request and set special meeting to meet deadline to file; or,

3.  Approve, subject to modifications as conditioned by Council; or,

AUTHORITY

The Transportation Development Act (TDA) of 1971 provides for distribution of Local Transportation Funds (LTF) to local agencies for street and road use, granted there are no unmet transit needs in the presiding county.

 

CITY COUNCIL PRIORITIES

Address Council’s priority for improving pedestrian safety and infrastructure.

 

DISCUSSION 

Local Transportation Funds (LTF) are administered by the State of California and allocated through the Merced County Association of Governments (MCAG).  LTF funds are first designated for identified transit needs, and any remaining balance is apportioned to local agencies for non-transit uses, such as streets and roads.  In previous years, the City received an annual allocation determined by a population-based formula.

 

Based upon population, the City of Merced’s entitlement for the 2024/2025 fiscal year is $756,873.

 

Staff met with the Transportation Subcommittee on September 30, 2025, to discuss funding options for LTF and Mission Avenue was mentioned as in need of necessary repair. Staff was advised to fund a rehabilitation project in front of Community Park 42.

 

The Mission Avenue Widening Project CP220060, partially funded by Measure V Regional, is in the early stages of environmental and design and is approximately 4-5 years away from being constructed. This new rehabilitation project will prolong the life of the road, while citizens use it to go to and from the sports complex.  

 

These funds will be used to help fund the much-needed repairs for the following project:

 

                     Project CP260046 - Mission Avenue Road Rehabilitation. The project scope includes roadway rehabilitation along East Mission Avenue from Tyler Road to G Street, as well as improvements to the intersection of Tyler Road and East Mission Avenue adjacent to Community Park 42.

 

IMPACT ON CITY RESOURCES

LTF funding allocation was not included In the FY 2024-25 adopted budget.  Staff recommends accepting $756,873 of Local Transportation Funds (LTF) from the Merced County Association of Governments (MCAG) and appropriating $756,873 to CP260046 Mission Avenue Rehabilitation project.   

 

This item requires five affirmative votes for City Council approval.
