DISCUSSION
The work to be performed includes, but is not limited to, spot repairs of street pavement, curb, and gutter, removal of existing striping, slurry seal of pavement, re-striping of pavement, and removal of traffic signal devices.
The City completed a Traffic Study and Circulation Analysis of the Main Street One-Way pilot project which started in 2020. The pilot program changed Main Street from M Street to K Street into a one-way street.
Based upon the completed study, this project will be changing the direction of the one-way from eastbound to westbound and will be extending the one-way starting at Martin Luther King Jr. Way to O Street. The project will provide better traffic circulation into the downtown area and increase available parking on 18th Street and Main Street. The project includes new pavement striping, signage, and traffic signal modifications.

History
At the August 5, 2024, City Council meeting, Council approved allocating $300,000 of the City’s annual RSTP (Regional Surface Transportation Program) allocation to CP230014 - Main St One-Way. This additional funding would allow for ARPA to be utilized on projects that cannot use street funding sources.
At the November 4, 2024, Council meeting, Council approved reallocating a total of $208,041 of ARPA funding to CP220073 - Bob Hart Square Expansion to close the gap between the budget and bid results. At that same meeting, it was mentioned that the additional budget request for Bob Hart did not include contingency, engineering, and inspections, and that there was an opportunity to use street funding to supplement the Main Street One-Way project in the event additional funding is needed.
At the December 9, 2024, Special City Council meeting, Council approved reallocating $245,896 from the Main Street One-Way project to Bob Hart Square to fund the contingency, testing, inspection, and engineering.
With the additional transfer of $245,896 of ARPA to the Bob Hart Square Expansion project, the available budget in CP230014 will be $213,137 (ARPA) and $300,000 (RSTP) for a total available budget of $513,137. There will be a shortfall of $694,119, in which staff will enter a budget transfer from CP250023 - Measure V Local Projects to be Determined to fully fund the Main Street One-Way Project.
IMPACT ON CITY RESOURCES
Project CP230014 is established as a Capital Improvement Project to be funded by ARPA, RSTP and Measure V. Staff will initiate a budget transfer of $694,119 from CP250023 - Measure V Local-Projects to be Determined to fully fund this project.
