REPORT IN BRIEF

Considers awarding a Construction Contract to Redstone Construction, Inc. in the amount of $585,579 for the CMAQ Nottingham Sidewalks from Hansen Avenue to Olive Avenue, Tamworth Court, and Buckingham Court.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the CMAQ Nottingham Sidewalks, Project CP210044 to Redstone Construction, Inc., in the amount of $585,579; and,

 

B.  Authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract; and, 

 

C.  Authorizing the Finance Officer to make necessary budget adjustments.

CITY COUNCIL PRIORITIES

As provided for in the 2023-24 Adopted Budget.

 

DISCUSSION

The work to be performed includes but is not limited to clearing and grubbing; removal of concrete driveways, curb ramps, and curb and gutter; installation of sidewalk, driveways, curb ramps; and the restoration of fencing and landscaping. The project is located on Nottingham Lane from Hansen Avenue to Olive Avenue, Tamworth Court and Buckingham Court.

 

Currently, sidewalks do not exist along Nottingham Avenue from Olive Avenue to Hansen Avenue, and Tamworth and Buckingham Courts off Nottingham. Additionally, there is approximately 120-foot gap of missing sidewalk on the south side of Alexander when approaching Nottingham. The installation of sidewalks on these streets will increase the safety for those who live in this neighborhood and allow for safe walking paths for students in the area.

 

Staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on March 12, 2024, with the following results:

The Engineer’s Estimate for Construction was $650,000 - $750,000.

On July 2022, the City of Merced was allocated $470,813 of CMAQ funds for construction. The total available budget within the project currently is $533,119.35. With the increase of labor and materials, the project currently has a shortfall in funds of $199,723.99. Staff has request additional funding from Merced County Association of Governments (MCAG) for additional CMAQ funding.

 

Staff is requesting Council to supplement Measure V Local Transportation funding from Project CP230003 - (Yosemite - M St to R St), in the amount of $199,724 in the event the project doesn’t secure the additional CMAQ funds. If the project does secure the additional CMAQ funds, staff would prepare a budget transfer in the amount of the awarded grant back to Project CP230003 - (Yosemite Ave M St to R St). Match funding is still required, so dependent on the potential amount of additional CMAQ funding awarded, the 11.47% match will remain in Project CP200043 to cover the match requirement.

 

IMPACT ON CITY RESOURCES

Project CP210044 is established as a Capital Improvement Project, and after Council approval, a budget transfer of $199,724 from Project CP230003 (Yosemite M - R) will be initiated to supplement the funding for the project.
