Title

SUBJECT: Designation of A Voting Delegate for the 2026 League of California Cities Annual Conference and General Assembly Meeting, September 23rd - 25th, 2026, Anaheim, CA

REPORT IN BRIEF

Designate District Three City Council Representative Mike Harris as the City’s Voting Delegate for the 2026 League of California Cities Annual Conference and General Assembly Meeting, September 23 - 25, 2026, Anaheim, CA.

RECOMMENDATION

City Council - Adopt a motion:

A.  Designating District Three City Council Representative Mike Harris as the City’s Voting Delegate for the September 23 through 25, 2026, League of California Cities Annual Conference and General Assembly Meeting; and

B.  Authorizing staff to submit the Voting Delegate designation form to the League of California Cities prior to the conference.

Body

ALTERNATIVES

1.  Designate voting representative as outlined in the staff report; or

2.  Take no action.

AUTHORITY

Charter of the City of Merced, Section 200.

DISCUSSION

To expedite the conduct of business at this policy making meeting, each City Council is asked to designate a voting representative who will be present at General Assembly which takes place on Friday, last day of the conference. The League bylaws provide that each city is entitled to one vote in matters affecting municipal or League policy.

Councilmember Harris is willing to attend and registered for the conference.  His designation as the city’s voting delegate would allow the city to patriciate in the General Assembly meeting and represent the city on policy issues.  The League requires that voting delegates be formally designated by City Council action.

Once the City Council has made its designation, staff will submit the delegate information through the Cal Cities online portal.

IMPACT ON CITY RESOURCES

There are sufficient conference and travel funds in the approved budget for this event.
