REPORT IN BRIEF

Consider awarding a construction contract to Rolfe Construction, Inc., in the amount of $2,531,371.00 for the G Street Improvements, Childs Avenue to 13th Street & Alleys 11th to 13th Street Project.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the G Street Improvements, Childs Avenue to 13th Street & Alleys 11th to 13th Street Project 117039 to Rolfe Construction, Inc., in the amount of $2,531,371.00; and,

 

B.  Authorizing the City Manager or Deputy City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract; and, 

 

C.  Authorizing the Finance Officer to make necessary budget adjustments.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.

 

CITY COUNCIL PRIORITIES

As provided for in the 2021-22 Adopted Budget.

 

DISCUSSION

The work to be performed includes but not limited to the grinding and disposal of asphalt paving, installation of 3-inch asphalt paving, ADA ramps, sidewalk, curb & gutter, alley and commercial approaches, water and sewer main installations, removal and replacement of water meters and sewer laterals, traffic loops, concrete valley gutters, and traffic markings.  The project is located on G Street, from Childs Avenue to13th Street, the alley between 12th Street and 13th Street from I Street to G Street and the alley between 11th Street and 12th Street from MLK Jr. Way to G Street in the City of Merced, California.

 

Staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on December 16, 2021, with the following results:

 

1. Rolfe Construction, Inc., Atwater, CA                     $ 2,531,371.00

2. United Pavement Maintenance, Inc., Hughson, CA                     $ 3,143,752.00

3. George Reed, Inc., Modesto, CA                     $ 3,846,913.10

4. Agee Construction Corporation, Clovis, CA                     $ 2,985,524.00

 

The engineer’s estimate for construction was $2,600,000.00.

 

The following is the proposed budget for the project:

Construction

Contingency

$    253,137.10

Engineering, Testing & Inspection

$    126,568.00

TOTAL:

$ 2,911,076.10

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project to be funded by Measure C, Sewer and Water Enterprise, RSTP, LPP, and SB1.  There is sufficient funding to complete this project.
