Considers approving multiple Professional Services Agreements for engineering and design services for the City’s Capital Improvement Projects. The services provided under these agreements will be funded from individual Capital Improvement Project budgets as the projects occur through the contract period ending September 6, 2023, at the hourly rates set forth in Exhibit B of each respective agreement.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2021-79, a Resolution of the City Council of the City of Merced, California, authorizing the adoption of Caltrans’ Local Assistance Procedures Manual Chapter 10; and,
B. Approving the Professional Services Agreements, for a contract period ending September 6, 2023, with Dokken Engineering (Civil Design and Engineering), North Star Engineering (Civil Design, Engineering and Surveying), and O’Dell Engineering (Civil Design, Engineering and Surveying), QK, Inc., (Surveying), NV5 (Geotechnical Engineering, Construction Observation, Materials Testing, and Traffic Engineering), Crawford & Associates (Geotechnical Engineering, Construction Observation, and Materials Testing), BSK Associates (Geotechnical Engineering, Construction Observation, and Materials Testing), Advanced Mobility Group (Traffic Engineering), and JLB Traffic Engineering (Traffic Engineering) to Provide Support Services for the City’s Capital Improvement Projects; and,
C. Authorizing the City Manager or Deputy City Manager to sign the necessary documents.

DISCUSSION
The Engineering Department has issued a Request for Qualification (RFQ) for qualified firms to provide professional engineering services, including (1) Civil Engineering, (2) Surveying, (3) Geotechnical Engineering, Construction Observation and Materials Testing, and (4) Traffic Engineering. The RFQ was issued in accordance with Chapter 10 of the Caltrans Local Assistance Procedures Manual (LAPM). To use consultants on state and federally funded projects, such as CMAQ and ATP, the RFQ must be issued, and consultants selected, in accordance with Chapter 10 of the LAPM. Additionally, it is required that a resolution be adopted to use Chapter 10 of the LAPM for this process. The RFQ allowed vendors to propose on one or more of the four (4) core services. In response to the RFQ, the City received a total of 33 proposals for various services.
It is staff’s intention to execute separate contracts for “design” work (including Civil Design and Engineering, Surveying, Geotechnical Engineering, Construction Observation and Material Testing, and Traffic Engineering) services.
With the multiple current vacancies, the Engineering Department does not have sufficient staffing to provide the necessary design services for Capital Improvement Projects. At this time, staff is proposing to approve agreements with nine (9) vendors to provide design related services, including Civil Design and Engineering, Surveying, Geotechnical Engineering, Construction Observation and Materials Testing, and Traffic Engineering.
The proposed scope for each respective consultant is attached to the respective contracts.
IMPACT ON CITY RESOURCES
Funding for these contracts will come from individual Capital Improvement Projects as the projects occur.
