SUBJECT: Award of Bid and Approval of Agreement for the Purchase of Goods with Momar, Inc. for the Supply and Delivery of Vita Micro CS 70 (a Refined Form of Crude Glycerin) in the not to Exceed Amount of $150,000 for the Contract Term Ending June 30, 2023
REPORT IN BRIEF
Considers awarding the bid and approving an agreement with Momar Inc. for the supply and delivery of Vita Micro CS 70 for the City’s Wastewater Treatment Facility in the not to exceed amount of $150,000.
RECOMMENDATION
City Council - Adopt a motion:
A. Awarding the bid and approving the agreement with Momar, Inc. for the supply and delivery of Vita Micro CS 70 in the not to exceed amount of $150,000 for the contract term ending June 30, 2023; and,
B. Authorizing the City Manager or Deputy City Manager to execute the necessary documents.

AUTHORITY
Charter of the City of Merced, Article XI, Section 1111-Competitive bidding, and Merced Municipal Code Chapter 3.04 Article III - the purchase of materials, supplies, equipment, and contractual services of an estimated value greater than thirty-four thousand dollars ($34,000), the “contract threshold”, shall be made by the purchasing supervisor by written contract with the lowest responsible bidder.

DISCUSSION
The Wastewater Treatment Facility (WWTF) has an effluent permit limit for nitrate plus nitrite of 14 mg/L (milligrams per liter) average weekly and a monthly average of 10 mg/L. In order to meet the required NPDES permit limit, crude glycerin is added to the aeration basin to reduce the nitrates in the plant effluent. Without glycerin addition the effluent, nitrogen concentration would be above 40 mg/L.
The invitation for bids were advertised both in the Merced County Times newspaper and the City’s website. Bids were opened on March 30, 2022 and closed on April 21, 2022 at 2:00 pm. Momar Inc. was the only bid submitted at $3.20 per gallon delivered (with sales tax the price is $3.464 per gallon).
Estimating a need of 43,302 gallons per year of Vita Micro CS 70, at $3.464 per gallon delivered (sales tax included), WWTF staff is requesting Council approval for a contract amount of $150,000.
IMPACT ON CITY RESOURCES
Expense for crude glycerin is in the approved FY 2022/2023 budget in the 553-1108-532.29-00 account line.
