SUBJECT: Agreement for Graffiti Abatement Services

 

REPORT IN BRIEF

Considers approving an agreement for graffiti abatement between the City of Merced and Paul Creighton of Environmental Compliance Resources (ECR) for 1 year.

 

RECOMMENDATION

City Council - Adopt a motion approving a one year agreement with ECR for graffiti abatement services and authorizing the City Manager or Assistant City Manager to execute all the necessary documents.

DISCUSSION

In September 2010, staff solicited for graffiti abatement services with six local companies and received two proposals for consideration.  After an extensive evaluation of the two proposals, the Council awarded a contract to Environmental Compliance Resources (ECR).  Since this time, ECR has been providing graffiti abatement services to the City of Merced.  Their current contract expired July 1, 2017.  Staff is requesting the Council award a one-year contract to allow for services to continue while a new Request for Proposals is completed.

 

Since ECR has been providing graffiti abatement services for the City, graffiti sightings have reduced while concealment of this type of blight has increased significantly.  The contractor is well aware of problem areas and responds to calls for service from City staff and the public immediately.  He has developed a good working relationship with Code Enforcement, Merced Police Department, and the public. By approving this contract, ECR will to continue to provide graffiti abatement services to the City at the present rate.  The current rate is $172,485 dollars per year, paid in monthly installments of $14,373.75. There is not a rate increase for ECR’s services from the prior contract. 

 

IMPACT ON CITY RESOURCES

No appropriation of funds is needed. Funding is available in the fiscal year 2017-18 approved budget.
