SUBJECT: Approval of a Three (3) Year Agreement with Merced Community College District for the Professional Services of a Police Administrator for the 2022/23, 2023/24 and 2024/25 Fiscal Years
REPORT IN BRIEF
Considers approving an agreement between the City of Merced Police Department and the Merced Community College District for police administrative services at the District’s campuses.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving a Memorandum of Understanding between the City of Merced and the Merced Community College District to provide police services in the District’s campuses; and,
B. Authorizing the City Manager or Deputy City Manager to execute the agreement; and,
C. Authorizing the Finance Officer to make the appropriate budget adjustments.

CITY COUNCIL PRIORITIES

DISCUSSION
The Merced Police Department has been providing the Merced Community College District with a Police Administrator to oversee police operations at the District since 2016. The agreement has been drafted, which provides for the City to be reimbursed by the College for the salary and benefit costs of a Police Sergeant who will serve as the College Police Department’s Chief Administrator for the 2022/23, 2023/24 and 2024/25 fiscal years. The Merced Community College District will reimburse the City in the amount of $219,737.32 for the 2022/23 fiscal year to be paid in monthly payments. The Police Sergeant will be an employee of the City. The term of the agreement is from September 1, 2022 to September 1, 2025.
The City and the College will be working together on several notable collaborative efforts. Specifically, as detailed in Section 10 of the agreement, as part of this Agreement, Merced College will allow the City’s Police and Fire Departments to periodically conduct trainings and meetings in their available classrooms, facilities and other areas of their campuses at no cost to the City.
IMPACT ON CITY RESOURCES
Funding is provided for the position by the Merced Community College District as outlined in the contract and included in FY 2022/23 adopted Budget.
