DISCUSSION

AIRPORT TERMINAL REPLACEMENT PROJECT

The new passenger terminal opened on July 1, 2026. The TSA passenger screening checkpoint was relocated from the original terminal to the new facility as part of the same overnight installation, with no interruption to scheduled service. Post-opening punch-list items are being completed, and the original terminal facility will be prepared for next use.

AIR SERVICE

Essential Air Service (EAS) transitioned to Contour Airlines on July 1, 2026, under the U.S. Department of Transportation EAS award. Service operates with 30-seat regional jet aircraft to Los Angeles International Airport (LAX) and Harry Reid International Airport (LAS).

Contour Airlines has provided its official station performance report for July 2026, the first month of service as shown below:

Flights Scheduled: 108 flights scheduled with 108 completed, resulting in zero cancellations (100% completion factor).

On-Time Departures: 88.0%. A14 arrival reliability (within 14 minutes of schedule) at 95.4%.

Revenue 852 enplanements and 774 deplanements for a total of 1,626 passengers.

Average Load Factor: 58%. Weekend load factors per airport staff tracking: 87% (LAX) and 93% (LAS).

At the July pace, annual enplanements are projected to be approximately 10,200, above the 10,000 thresholds for FAA primary airport status. Staff will report monthly trends in future Monthly Managers Reports.

AIRPORT ADMINISTRATION

A fully rewritten Airport Security Program (ASP) under 49 CFR Part 1542 has been reviewed and signed by the TSA San Francisco Federal Security Director following

approximately twelve months of coordination. Program contents are sensitive to security information and are not included in this report.

A new airport website, flymercedairport.com, launched July 1, 2026, providing flight information, parking, ground transportation, and TSA checkpoint information for the traveling public.
