REPORT IN BRIEF

Considers approving a three-year consulting and professional services agreement for software maintenance services, replacement of all Programmable Logic Controllers (PLCs) and related tasks for the City’s Wastewater Treatment Facility’s SCADA system not to exceed $2,578,640 for the initial term of three (3) years.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving the Consulting and Professional Services Contract with ControlPoint Engineering, Inc., for a three-year term in the amount not to exceed $2,578,640; and,

 

B.  Authorizing the City Manager to execute the necessary documents.

DISCUSSION

The City of Merced currently utilizes a Supervisory Control & Data Acquisition (SCADA) system at the Wastewater Treatment Plant. This system requires a specialized electrical engineering (Integrator) firm to provide software development, maintenance, troubleshooting, and hardware replacement. Currently, the City is utilizing an antiquated system that is no longer being supported by the manufacturer(s) and not compatible with newer licensing and equipment.  If the system is not updated the treatment plant will be subjected to potential operational failures of its automated systems. 

 

To address technical issues that arise with the SCADA software system, an on-call consultant is needed.  In addition, to address programming standards of legacy PLC’s at the wastewater treatment plant, having a single firm design future software integrations and allows for uniformity within the system.

 

The City of Merced issued a Request for Qualifications (RFQ) to provide specialized electrical engineering (integrator) services as mentioned above. Seven (7) responses to the RFQ were received:

 

                     ControlPoint Engineering, Inc.

                     ICAD Automation

                     Northern Digital

                     Advanced Integration & Controls

                     Telestar Instruments

                     Ace Electric

                     Freedom Automation                                          

 

City staff evaluated the submittals consisting of Public Works staff. The proposals were evaluated on criteria including, but not limited to: staff qualifications, project experience, project understanding, completeness, and overall approach.

 

The reviewers selected ControlPoint Engineering, Inc. as best meeting the needs of the City.  The Consulting and Professional Services Contract will be for a three-year period.   Staff recommends approving the agreement with ControlPoint Engineering in an amount not to exceed $2,578,640 for the 3-year period.

 

IMPACT ON CITY RESOURCES

No appropriation of funds needed.  Currently, CP220037-WWTF SCADA Software/PLC Replacement has $125,000 budget.  There is funding available within CP260025-Project to be Determined Wastewater that will be used to cover this contract cost.
