SUBJECT: Approval of a Supplemental Appropriation from the Unencumbered, Unreserved Fund Balance of Fund 3002-Bell Station in the Amount of $53,000
 
REPORT IN BRIEF 
Considers approving a Supplemental Appropriation from the unencumbered, unreserved fund balance of Fund 3002-Bell Station in the amount of $53,000 for property utilities and building repairs at the Bell Station located at 415 W. 18th Street.
 
RECOMMENDATION 
City Council - Adopt a motion:
 
A.  Approving a supplemental appropriation from the unencumbered, unreserved fund balance of Fund 3002-Bell Station in the amount of $40,000 for property utilities and $13,000 in Professional Services at the Bell Station located at 415 W. 18th Street; and, 
 
B.  Authorizing the City Manager to execute the necessary documents; and,
 
C.  Authorizing the Finance Officer to make the necessary budget adjustments.

CITY COUNCIL PRIORITIES 
As provided for in the 2024/2025 Adopted Budget.
 
DISCUSSION 
The City is actively working towards releasing the Bell Station to another public agency. In the meantime, staff requests that six months of utilities for a total of $40,000 be appropriated to help offset the increasing power and natural gas costs that do not equate to the monthly rent received. The remaining $13,000 will be allotted to Professional Services for inadvertent building repairs that occur. Such repairs include broken windows, AC servicing, inspection, etc. 
 
Listed below are the actuals plus 10% contingency for the last 6 months of prior fiscal year as well as the 24/25 budget along with billing tracking.
 
January 2024 - June 2024
•                     PG&E: $31,021.43
•                     City of Merced Utilities: $8,459.84
•                     Total: $39,481.27
 
FY 24/25 Utility Budget: $12,281
 
July 2024 PG&E and City of Merced bills: $6,965.34
 
FY 24/25 balance: $5,315.66
 
Staff is requesting Council approval for a supplemental appropriation in the amount of $53,000 from the unencumbered, unreserved fund balance of the 3002-Bell Station Fund.
 
IMPACT ON CITY RESOURCES 
The Bell Station Fund did not expend as much as they had anticipated in Fiscal Year 2023-24; therefore, there is a savings of $53,000 that can be reappropriated in the current Fiscal Year.  A supplemental appropriation of $53,000 is being requested from Fund 3002-Bell Station with $40,000 designated to Utilities 30022520-511001 and $13,000 to Professional Services line 30022520-511012 to cover the building repairs and utilities at the Bell Station located at 415 W. 18th Street.
 
This will require an affirmative vote of 5 Council Members to pass.
