SUBJECT: Adoption of a Resolution Approving the 2023/2024 Local Transportation Fund (LTF) Claim Form in the Amount of $660,768 to be Filed with the Merced County Association of Governments (MCAG)
REPORT IN BRIEF
Considers approving and accepting $660,768 in Local Transportation Funds (LTF) from Merced County Association of Governments (MCAG) to supplement funding for the bridge railing repairs on G Street bridge, the crash cushion on G Street on the G Street undercrossing and for roadway improvements on Childs Avenue and Canal Street.
RECOMMENDATION
City Council - Adopt a motion:
A. Adopting Resolution 2024-36, a Resolution of the City Council of the City of Merced, California, approving the Local Transportation Fund (LTF) Claim to be Filed with the Merced County Association of Governments (MCAG) for Fiscal Year 2023/2024; and,
B. Authorizing the City Manager to execute the necessary documents; and,
C. Authorizing the Finance Officer to make any necessary budget adjustments.

2. Deny the request and set special meeting to meet deadline to file; or,
3. Approve, subject to modifications as conditioned by Council; or,
4. Refer back to staff for reconsideration of specific items (specific items to be addressed in City Council motion) and set special meeting to meet deadline to file; or,
5. Continue to a future City Council meeting (date and time to be specified in City Council motion) and set special meeting to meet deadline to file.
AUTHORITY
The Transportation Development Act (TDA) of 1971 provides for distribution of Local Transportation Funds (LTF) to local agencies for street and road use, granted there are no unmet transit needs in the presiding county.

Address Council’s priority for improving local roads, sidewalks, and traffic.
DISCUSSION
Local Transportation Funds (LTF) are administered by the State of California and allocated through the Merced County Association of Governments (MCAG). LTF funds are first designated for identified transit needs, and any remaining balance is apportioned to local agencies for non-transit uses, such as streets and roads. In previous years, the City received an annual allocation determined by a population-based formula. This is the sixth year since 2009 that this funding has been available to the City; the City’s entitlement for the 2021-2022 fiscal year was $92,633.00.
Based upon population, the City of Merced’s entitlement for the 2023/2024 fiscal year is $660,768.
These funds will be used to supplement the funding for the following projects:
• Project CP230066 - G Street Rail Repair. This project scope is to repair the damaged bridge railing on G Street and the portions of the sidewalk.
Allocation of $200,000.
• Project CP240054 - G Street Undercrossing Crash Cushion. The project scope is to repair the crash cushion on the south side of G Street at the railroad column. Allocation of $65,000
• Project CP240045 - Canal and Childs Ave Improvements. The project scope is to install roadway improvement on Childs Avenue and Canal Street. Project to consist of but not limited to installing sidewalk, streetlights, storm drain system, access ramps and other roadway improvements.
Allocation of $395,768
IMPACT ON CITY RESOURCES
LTF funding allocation was not included In the FY 2023-24 adopted budget. Staff recommends accepting $660,768.00 of Local Transportation Funds (LTF) from the Merced County Association of Governments (MCAG) and appropriating those funds to supplement funding for the above-described projects.
