REPORT IN BRIEF

Considers the approval of a Delegated Maintenance Agreement with Caltrans to allow for litter removal on state property within the City of Merced for a reimbursement amount not to exceed $75,000.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving the Delegated Maintenance Agreement with Caltrans for litter removal on State property within the City of Merced for a reimbursement amount not to exceed $75,000; and,

 

B.  Approving an increase to revenue in the amount of $75,000 in Fund 558-Refuse and authorizing the Finance Officer to make the necessary budget adjustments; and,

 

C.  Authorizing the City Manager to execute the necessary documents.

Housing & Homelessness, a. iii: Encampment Support

 

DISCUSSION

At the February 27, 2021 Strategic Planning Session, the City Council requested that staff provide information to the City Council on Homeless Services available within the City of Merced. In addition to a summary of services, the City Council also requested that staff provide an update on the known location of homeless encampments and available services to support individuals experiencing homelessness within the City of Merced.

 

During the April 5, 2021 discussion, the City Council provided staff with direction to focus the consolidation of encampments into four general areas.  In addition to locations, Council also requested that staff begin securing supportive services to aid those individuals within the encampments.  These services include, but are not limited to, refuse collection, restrooms and sanitation, medical services, meals, housing placement services, and other social supportive services.

 

As a part of those efforts, staff have been working to establish a Delegated Maintenance Agreement to allow for the City’s Refuse Division to collect garbage and litter in and around encampment sites and to be reimbursed for the associated cost.  This agreement also provides authority to the City’s partners to provide additional supportive services as they are available with the goal of housing those individuals experiencing homelessness on state property.

 

Staff recommend the City Council approve the Delegated Maintenance Agreement to allow for immediate services to be provided.

 

IMPACT ON CITY RESOURCES

As the Delegated Maintenance Agreement is a reimbursement contract, there is no anticipated expense impact on the Fiscal Year 2021/22 Budget.  As the services continue, the need for staffing support will be evaluated, as supported by the revenue received.
