SUBJECT: Approval to Waive the Competitive Bidding Requirement and Approval of the Purchase of Caliber Flex Bomb Robot in an Amount not to Exceed $196,448.21
REPORT IN BRIEF
Considers waiving the competitive bidding requirements as stated in Section 3.04.210 of the Merced Municipal Code for the purchase and authorizing the purchase of one (1) new Caliber Flex Bomb Robot in an amount not to exceed $196,448.21
RECOMMENDATION
City Council - Adopt a motion:
A. Waiving the competitive bidding requirements, as stated in Section 3.04.210 of the Merced Municipal Code due to sole source; and,
B. Authorizing the City to purchase the requested bomb equipment through ICOR Technology for equipment and training costs not to exceed $196,448.21; and,
C. Authorizing the City Manager or Deputy City Manager to execute any necessary contracts or documents needed related to this report.

DISCUSSION
It is essential to upgrade the current bomb robot, Remotec F6A currently being used by the Police Department Bomb Squad with an updated robot. The robot is an essential piece of equipment to prevent unnecessary risk to Bomb Technician, SWAT operators and the public.
The bomb robot currently in use was originally purchased in March of 2005 and has been repaired several times to stay in operation to meet the needs of community.
This report covers the purchase and training of the bomb robot including the optional hardware specifically for the ICOR Flex Robot chassis.
