RECOMMENDATION
City Council - Adopt a motion adopting Resolution 2018-78, a Resolution of the City Council of the City of Merced, California, rescinding Resolution 2017-10 and adopting a Values Statement, adopting the Ethics and Code of Conduct for City Council meetings, and adopting Rules of Order and Procedure for the conduct of City Council meetings.

DISCUSSION
Council Member Serratto requested a review and update of the City Council's Code of Conduct and Ethics Resolution pursuant to City Council Administrative Policies and Procedures C-1. A subcommittee consisting of Council Members Serratto, McLeod, and Pedrozo was formed to review the code of conduct and ethics language. The subcommittee's suggested revisions were reviewed by the City Council at the November 5, 2018. At the meeting, the City Council requested additional modifications to the proposed Resolution as follows:
