Report Prepared by: Craig J. Cornwell, City Attorney, City Attorney’s Office

Title

SUBJECT: City Attorney Office’s Presentation on Receivership Activities for Fiscal Year 24-25

REPORT IN BRIEF

The City Attorney has prepared to present an update on substandard properties that have been submitted to his office for review and enforcement.

Body

AUTHORITY

California Health & Safety Code Sections 17980.6 and 17980.7.

DISCUSSION

This presentation will provide an update on receivership properties submitted to the City Attorney’s Office for resolution during the current fiscal year. These cases involve substandard or severely blighted properties where traditional code enforcement efforts have been unsuccessful. In such situations, the City may seek the appointment of a court-ordered receiver pursuant to California Health & Safety Code sections 17980.6 and 17980.7 to take control of the property, correct the violations, and bring the property into compliance.

Receivership is a powerful legal tool that allows the City to address chronic nuisance properties that pose health and safety risks to the surrounding community. This update will summarize the status and outcomes of properties currently under receivership or in the process of court review and highlight the City’s progress in using this enforcement strategy to protect neighborhood integrity and improve housing conditions.
