SUBJECT: Approval of Resolution of the City of Merced City Council Regarding Certain Terms and Conditions of Employment for the Merced Police Non-Sworn Unit

Considers approving a Resolution of the City of Merced City Council regarding certain terms and conditions of employment for the Non-Sworn Police Unit.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving Resolution 2024-93, a Resolution of the City Council of the City of Merced, California, approving a certain terms and conditions of employment for the Merced Police Non-Sworn Unit; and,
B. Authorizing the City Manager to make non-substantive modifications subject to City Attorney approval as to form and to execute the necessary documents; and,
C. Authorizing the Finance Officer to make the necessary budget adjustment.

DISCUSSION
Background
The Merced Police Officers Association (MPOA) historically was a bargaining group made up of sworn and non-sworn police personnel. During this round of bargaining the MPOA exercised its right to become a group made up solely of sworn officers (Sergeants and Police Officers.)
This action caused the non-sworn officers to be without a bargaining group, or unrepresented. Non-sworn officers include Dispatcher I/II, Community Service Officer, Parking Enforcement Officer I/II, Police Officer Trainee, and Community Liaison. The City sought to place the non-sworn personnel into AFSCME, but the non-sworn did not feel that was the appropriate place for its personnel, and rejected the placement. As a result ...
