SUBJECT: Public Hearing to Consider Adoption of a Resolution Granting a Certificate of Public Convenience and Necessity for Shield Private Security to Engage in Private Patrol Services

Considers approving a Resolution granting and issuing a certificate of public convenience and necessity to Shield Private Security.
RECOMMENDATION
City Council - Adopt a motion approving Resolution 2021-30, a Resolution of the City Council of the City of Merced, California, granting a certificate of public convenience and necessity to Shield Private Security.

2. Deny the recommendation; or,
3. Modify the staff recommendation.
AUTHORITY
Section 5.40.020 of the Merced Municipal Code requires that before any person can engage in the business of operating a private patrol service or to engage in employment as a patrolman of such private patrol service a certificate of public convenience and necessity must be issued by the City Council.

DISCUSSION
The City has received a business license application from Shield Private Security (DBA Shield Private Security), a private security firm requesting to do business within the City of Merced. Shield Private Security is a licensed security contractor based out of Manteca California that provides security services in the Central California area.
The company is requesting a City license to provide security services in the City of Merced.
A questionnaire was sent to Shield Private Security to obtain the required information per 5.40.030 of the City of Merced Municipal Code. Refer to the attached questionnaire for specific details.
Shield Private Security currently holds a Private Patrol Operator License # 120968 issued by the Bureau of Security and Investigative Services. The current license expires October 31, 2022. ...
