SUBJECT: Accepting Flag Requests to be Added to the 2023 Flag Calendar for Approval
REPORT IN BRIEF
Considers accepting flag requests to be added to the flag calendar for the 2023 year for approval.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving the Flag Calendar for the 2023 year in accordance with Council Policy C-7 regarding the display of commemorative flags; and,
B. Bringing a Resolution back for adoption; and,
C. Providing Staff direction on selected request for future approval.

DISCUSSION
The City established a Flag Policy in July 2021 after a request from the public to fly a flag during the month of June at Bob Hart Square. Request to fly flags must be approved by the City Council and are approved at a first come first serve basis. Establishing an annual Flag Calendar will ensure that there is no overlap and to schedule staff to secure the flags at the City facility.
At the December 19, 2022 City Council meeting, Council discussed the 2023 Flag Calendar and directed staff to start accepting flag requests and to bring all request back to Council for approval. The Clerk's Office received four flag requests from community members. On January 3, 2023, the Merced Pride Center turned in their request to fly the Pride Flag for the month of June. Also, on January 3, 2023, the Consulate of Mexico turned in their request to fly the flag of Mexico on September 15th and 16th. The Clerk's Office also received two requests from Justine Giacalone Rogina to fly the POW/MIA flag for the month of September and the Armed Forces Flag for the month of May.
Typically, Council would also be adopting a Resolution for the approved flags, but since there is a conflict of dates for two of the flags for September. Council is asked to approve the Flag Calendar and have staff bring a Resolution back at the next schedule Council Meeting to adopt the Resolution....
