Presentation of a report on the Draft Regional Housing Needs Allocation (RHNA) Unit Production Plan, In-Lieu Fee Analysis Report.
RECOMMENDATION
Provide policy direction to confirm percentage of affordable units and set fees for determining In-Lieu Fee calculation for affordable housing.

DISCUSSION
City Council awarded an Agreement for Professional Services to RSG on August 18, 2022, to undertake a project to assess the City’s affordable housing policy, determine an in-lieu fee structure, and ProHousing policy assistance.
RSG will be in attendance to give a presentation on the attached final report and to seek policy direction to confirm the percentage of affordable units the Council would like and to set the fees to determine the in-lieu fee calculation.
