REPORT IN BRIEF

At the request of the City Council, a report was prepared to outline alternative policy, process, and procedures to be considered for updates to Resolution 2018-78 on the operations of City Council, Board, Commission and Committee meetings.

 

RECOMMENDATION

Provide staff direction on the preferred policy, process, and procedure updates to Resolution 2018-78.

As provided for in the Adopted FY 2023/24 Budget.

 

DISCUSSION

At the direction of the City Council, staff have prepared a presentation and attached supporting documents to allow the consideration of alternative policy, process and procedures related to City Council, Board, Commission and Committee meetings. 

 

Current process is established by Resolution 2018-78.  Presented as alternatives are Roberts Rules of Order and Rosenburg’s Rules of Order.  In addition, the presentation highlights the need to modify the structure of the current agenda to accommodate Section 8, Action on Non-Agenda Items, in accordance with Government Code Section 54950 et seq.
