SUBJECT: Council Member Ornelas’ Request to Discuss a Resolution of Support for City of Merced Street Vendors

 

REPORT IN BRIEF

Council Member Ornelas’ request to discuss a resolution to support Merced’s street vendors pursuant to City Council Administrative Policies and Procedures C-1.

 

RECOMMENDATION

Provide direction to staff on a potential resolution to support Merced’s street vendors.

DISCUSSION

Street vendors are an essential part of the economic fabric in south Merced. Therefore, I hope to get agreement from the Council and get direction from them on how to do the following:

 

1.  Create a street vendor association. Function will be able to set up open lines of communication to the several city departments.

 

2.  Designate all Merced city parks as safe zones for vendors. Giving them open access to all events at the parks if they are a part of the association. As well as designating safe zones in the different neighborhoods.

 

3.  Through the economic development department create a pathway for street vendors to establish a business with proper permits.

 

4.  Create fund to purchase pepper spray and other protective devices and training how to use them safely via the association.

 

Attached are examples of a Resolution adopted by the City of Fresno and a policy from Los Angeles.
