Title
SUBJECT: Proposed City Council Administrative Policy and Procedure C-8, City Council Committees and Appointments to Regional Organizations and Joint Powers Authorities
REPORT IN BRIEF
City officials and City staff have, after receiving Council input at direction at both the October 20, 2025 and December 1, 2025 City Council meetings, drafted a proposed City Council Administrative Policy and Procedure C-8 ("Policy C-8") for City Council Committees and Appointments to Regional Organizations and Joint Powers Authorities for consideration and adoption by the City Council.
RECOMMENDATION
City Council - Adopt a motion:
A. Approving and adopting City Council Administrative Policy and Procedure C-8, City Council Committees and Appointments to Regional Organizations and Joint Powers Authorities; and,
B. Authorizing the Staff to present a Resolution for future Council Consideration adopting the various City Council committees in accordance with Policy C-8.

2. Approve, subject to conditions other than as recommended by staff; or,
3. Deny; or,
4. Continue to a future meeting.

DISCUSSION
Background
At the October 20, 2025, City Council meeting, Council member Smith discussed his desire to look into creating a more robust, regular and publicly noticed subcommittee system to, among other things, improve transparency in the City's decision-making process and also be more prepared to handle the number and complexity of issues coming at the City Council.
At the December 1, 2025, City Council meeting, Councilmember Smith made a presentation on this topic for informational purposes. In both instances, the City Council provided thoughts and input.
