RECOMMENDATION

City Council - Adopt a motion:

 

A. Awarding the bid for the Wastewater Treatment Plant Wildlife and Irrigation Fields Pipeline Improvements Project 115044/113023, to Taylor Backhoe Service in the amount of $341,561.84; and,

 

B. Authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts. Every project involving an expenditure of more than sixty-one thousand seven hundred and eighty-five dollars ($61,785) for the construction or improvements of public buildings, works, streets, drains, sewers, utilities, park, and playgrounds shall be let by contract to the lowest responsive and responsible bidder after notice by publication in the official newspaper by one or more insertions, the first of which shall be at least ten days before the time for opening bids.

DISCUSSION

 

Wildlife Mitigation Area (WMA):

 

The Merced Wildlife Management Area (WMA) was established in 1978 to provide approximately 385 acres of mitigation area for waterfowl habitat losses incurred through the development of the City’s land application area. The design of the WMA was intended to consist of two ponds, Pond A and Pond B, which would be wet during the majority of the year. The California Department of Fish and Wildlife is responsible for protecting wildlife and habitats, and has worked closely with the City in the operation of the WMA since it was developed.

 

Due to the size of the irrigation pipeline and turbine installed in 1978, insufficient water volumes are being delivered to the WMA. The existing 10-inch pipe provides enough water for approximately 50 acres of suitable waterfowl habitat.  The installation of a new 21-inch pipeline would be able to deliver a greater volume of water that would facilitate flooding of both Pond A and Pond B.

 

The California Department of Fish and Wildlife has determined that increasing the volume of water to the WMA will have a significant and immediate beneficial impact to the existing ecology, in addition to fulfilling the Mitigation Agreement. Recycled water delivery historically is applied during late fall through winter and early spring, which should not interfere with any future recycled water programs that the City of Merced may implement.

 

Project Scope and Budget:

 

The work to be done consists, in general, of the installation of new 18” and 21” irrigation lines, including gate valves and alfalfa valves, with a complete system. The project located at the Wastewater Treatment Plant, within the City of Merced.

 

City staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on July 2, 2015, with the following results:

6.                     Mid Cal Pipeline & Utilities  (Merced, CA) $513,050.00


The engineers estimate was $390,000.

The following is the proposed budget for the project:

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project and accounts 553-1108-637.65-00-115044 and 553-1108-637.65-00-113023 contain sufficient funding to complete the project.
