RECOMMENDATION

City Council - Adopt a motion:


A.  Accepting grant revenue from a Federal Grant, through Caltrans, increasing revenue account 450-1104-324.02-00 in the amount of $88,530, and appropriating the same to account 450-1104-637.65-00-Project 108026 Bridge repairs;


B.  Transferring matching funds in the amount of $11,470 from Street and Signal CIP Fund 450-1104-637.65-00-Projects to be Determined to 450-1104-637.65-00-Project No. 108026; and,


C.  Authorizing the City Manager or his designee to execute all necessary documents.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STIP) are used to comply with the changes to the programming and funding statutes brought about by Chapter 622 of the Statutes of 1997 (SB 45, Kopp). The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STIP Guidelines (adopted on October 14, 2009).

 

CITY COUNCIL PRIORITIES

As provided for in the 2015-16 Adopted Budget.

 

DISCUSSION

On May 20, 2013, City Council accepted a $212,472 Federal Grant, through Caltrans, for the City of Merced’s Bridge Preventive Maintenance Program (BPMP). The local matching funds were $27,528, for a total of $240,000. The grant provided funding for the following:

 

1.                     Preventive Maintenance for the Bear Creek Bridge at M Street (Bridge No. 39C0028);

2.                     Preventive Maintenance for the Bear Creek Bridge at G Street (Bridge No. 39C0041); and,

3.                     Development of the City’s 2014 Bridge Preventive Maintenance Program.

 

In April 2014, and again in April 2015, City staff requested additional funding to complete the project due to the deficient condition of the M Street Bridge which requires additional work recommendations beyond a simple repair. The existing asphalt concrete (AC) overlay on M Street is cracked, settled, and uneven. A full removal of the AC and placement of polyester concrete overlay is required to protect the bridge structure. The existing sidewalks and curbs are also beyond repair, and require a complete replacement. The planters will also need to be removed, with traffic rated barriers installed. Additional erosion control and other rehabilitation measures are also needed.

 

The additional $88,530 in grant funds has been awarded by Caltrans, and must now be accepted and appropriated by the City.

 

IMPACT ON CITY RESOURCES

Staff recommends accepting grant revenue from a Federal Grant, through Caltrans, increasing revenue account 450-1104-324.02-00 in the amount of $88,530, and appropriating the same to account 450-1104-637.65-00-Project 10826 Bridge Repairs for engineering costs associated with the project.

 

The additional matching funds of $11,470 are available within the Fiscal Year 2015-2016 budget.
