REPORT IN BRIEF

RECOMMENDATION

DISCUSSION

The City of Merced’s Parks and Recreation Department and the Boys and Girls Club of Merced County have worked together since the 1990’s to provide recreation services to the City's youth.  The City has supported the Boys and Girls Club with funds, facilities, staff expertise, and equipment. 

 

In the past, the City has provided its own summer camp programs.  Five years ago, due to budget constraints and limited resources, the City and the Boys and Girls Club began partnering to provide summer camp (Camp McCombs) to better leverage resources.  This partnership has allowed the camp to provide opportunities to more than 90 youths per day.

 

The Parks and Recreation Department and Boys and Girls Club are preparing for this year’s summer camp program.  The program will be offered June 13, 2016 through July 29, 2016.  The camp will operate Monday through Friday, from 8 a.m. to 5 p.m., and will be open to youths in grades 1 through 8.  Participants of the camp will be involved in various activities, such as recreation, reading, computer lab, arts and crafts, science, and lunch.


The Department is proposing that the City enter into a professional services agreement with the Boys and Girls Club to provide this year's camp.  In previous years, when the City offered summer camp, it cost the City approximately $38,000, which includes hourly pay and other employment costs.

The proposed agreement will be for $20,000, which would save the City approximately $18,000.  The $20,000 will cover the second half of the 2016 Summer Camp (starting July 1, 2016) and the beginning of the 2017 summer camp (ending June 30, 2017).  There is already an agreement in place for funding the first part of the 2016 summer camp (June 2016).  The arrangement follows the City Council’s direction of contracting out services that other agencies can provide at a lower cost.  The Boys and Girls Club would be responsible for all aspects of operating the summer camp.

 

IMPACT ON CITY RESOURCES

Funding for this program has been included ($20,000) in the FY 2016-17 budget, pending Council approval, and will be paid out of the department's 024-1218-542.17-00 account.
