REPORT IN BRIEF

Consider awarding a construction contract in the amount of $68,936.00 for the CDBG South Merced ADA Ramps Project in Merced.

 

RECOMMENDATION

City Council - Adopt a motion awarding the bid for the CDBG South Merced ADA Ramps Project 116033, to Taylor Backhoe Service, Inc., in the amount of $68,936.00; and, authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total contract.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.  Every project involving an expenditure of more than sixty-three thousand and fifty-four dollars ($63,054) for the construction or improvements of public buildings, works, streets, drains, sewers, utilities, parks, and playgrounds shall be let by contract to the lowest responsive and responsible bidder after notice by publication in the official newspaper by one or more insertions, the first of which shall be at least ten days before the time for opening bids.

 

CITY COUNCIL PRIORITIES

As provided for in the 2015-16 Adopted Budget.

 

DISCUSSION

The work to be done consists, in general, of the removal and installation of ADA ramps, sidewalk, curb and gutter, asphalt paving, striping and markings.  The project is located at “O” Street and 9th Street, within the City of Merced.

 

Staff prepared plans and specifications, and the project was advertised for bids in May 2016.  Bids were opened on May 26, 2016, with the following results:

 

1.  Taylor Backhoe Service, Inc. (Merced, CA)                     $68,963.00 (base bid)

                     $12,933.00 Alternate Bid 1

                     $13,328.00 Alternate Bid 2

 

2.  FBD Vanguard Construction, Inc. (Livermore, CA)                     $72,815.00 (base bid)

                     $13,765.00 Alternate Bid 1

                     $14,370.00 Alternate Bid 2

 

3.  DOD Construction (Bakersfield, CA)                     $73,225.00 (base bid)

                     $22,225.00 Alternate Bid 1

                     $15,675.00 Alternate Bid 2

 

The engineer’s estimate for construction was $74,000.00.

 

Two Alternate Bids were received from all three bidders, but were rejected due to the fact that additional funds are not available.

 

Based on the funds available, staff recommends awarding the base bid to Taylor Backhoe Service, Inc., in the amount of 68,963.00.

HISTORY AND PAST ACTIONS

On September 8, 2015, City Council approved an Interdepartmental Cooperative Agreement between the departments of Development Services and Economic Development in the amount of $114,534 for the design and construction of the CDBG South Merced ADA Ramps Project.

 

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project and account 450-1104-637.65-00-116033 contains sufficient funding to complete the project.
