Consider awarding a construction contract in the amount of $90,385.65 to Richard Townsend Construction for the headworks corrosion control project at the Wastewater Treatment Plant. (Also, authorizes the purchase of equipment necessary to complete the project.)

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Awarding the bid for the Wastewater Treatment Plant Headworks Corrosion Control, Project 116018, to Richard Townsend Construction, in the amount of $90,385.65; and,

 

B. Authorizing the City Manager to execute the necessary documents and to approve change orders not to exceed 10% of the total construction contract; and,

 

C.  Authorizing the City Buyer to issue a purchase order to BioAir Solutions, LLC, not to exceed $144,569.60 for the Corrosion Control Equipment.

AUTHORITY

Charter of the City of Merced, Article XI, Section 1109 - Contracts on Public Works, and Merced Municipal Code Chapter 3.04, Article IV - Public Works Contracts.  Every project involving an expenditure of more than sixty-three thousand and fifty-four dollars ($63,054) for the construction or improvements of public buildings, works, streets, drains, sewers, utilities, parks, and playgrounds shall be let by contract to the lowest responsive and responsible bidder after notice by publication in the official newspaper by one or more insertions, the first of which shall be at least ten days before the time for opening bids.

 

Services with an estimated value greater than $28,000.00 are made by written contract in accordance with Merced Municipal Code, Title 3 - Revenue and Finance, Chapter 3.04.

DISCUSSION

The City of Merced Wastewater Treatment Facility (WWTF) is seeking a biotrickling filter system solution to control corrosion damage to the headworks structure of the WWTF as a result of the hydrogen sulfide (H2S) exposure, the effects to the headworks structure has been observed in several locations throughout the structure and to equipment located at or near the headworks. 

 

It is anticipated that if this corrosion, resulting from the H2S concentrations, is not controlled and addressed, the structure will not meet the expected life cycle of this capital expense and the City will continue to experience accelerated and premature repair and replacement costs that were not anticipated nor budgeted for.

 

Over the past few years the WWTP staff has been researching and has conducted some pilot test projects of different treatment technologies in order to try and find the best treatment option to remediate this hydrogen sulfide issue and its resulting accelerated and premature undesirable effects to the headworks structure.

 

Upon thorough investigation, research and pilot testing, it was concluded by staff that a biotrickling filter treatment system was the preferred technology.  Some of the major factors of great consideration that lead to this point, included low energy requirements, no long term consumables expense, low operational/maintenance requirements, small footprint and a robust performance guarantee.

 

The work to be done consists, in general, of the installation of an odor control system, including concrete pad, the structural supports for ductwork, all the required electrical work, including the connection of all drains and water supply lines. All work shall be done at the Merced Wastewater Treatment Plant within the City of Merced.

 

City staff prepared plans and specifications, and the project was advertised for bids. Bids were opened on May 12, 2016, with the following results:

 

1.  Richard Townsend Construction  (Oakdale, CA)                     $90,385.65

2.  Rolfe Construction  (Atwater, CA)                     $124,158.00

3.  TNT Industrial Contractors (Sacramento, CA)                     $149,101.00

4.  GSE Construction Company (Livermore, CA)                     $170,751.00

 

City staff also prepared a Request for Proposals (RFP) for purchasing the corrosion control equipment. Two proposals were received from BioAir Solutions, LLC, (BioAir) and Azzuro, Inc., in June 2016. The BioAir proposal was selected, as it best met the needs of the City. The cost for furnishing the specified corrosion control equipment, as submitted by BioAir, totals $144,569.60.

IMPACT ON CITY RESOURCES

This project was established as a Capital Improvement Project and account 553-1108-637.65-00-116018 contains sufficient funding to complete the project.
