SUBJECT: Introduction of an Ordinance Dealing with No Parking Zones and Freight and Passenger Loading Zones

 

REPORT IN BRIEF

Consider recommendations from the Traffic Committee approving the addition of no parking zones along the east side of Parsons Avenue, south side of Loughborough Drive, west side of Kibby Road, and south side of West 22nd Street, and the alteration of an existing freight and passenger loading zone designated hours along East 20th Street.

 

RECOMMENDATION

City Council - Adopt a motion introducing Ordinance 2466, an Ordinance of the City Council of the City of Merced, California, Amending Section 10.28.230, “No Parking Zones,” and Section 10.32.050, “Freight and Passenger Loading Zones - Locations,” and Adding Section 10.32.051, “Freight and Passenger Loading Zones - Locations - Seven A.M. to Four P.M.” of the Merced Municipal Code.

AUTHORITY

This request amends the designated no parking zones listed in Merced Municipal Code (MMC) Section 10.28.230.  This request also amends the freight and passenger loading zones listed in MMC Section 10.32.050 and adds MMC Section 10.32.051, “Freight and Passenger Loading Zones - Locations - Seven A.M. to Four P.M.”.

 

The California Vehicle Code (CVC) gives a local body (or official) jurisdiction for traffic control devices, provided the devices are installed in accordance with the State Traffic Manual.

DISCUSSION

As a result of the May 10, 2016 meeting, the Traffic Committee approved, by separate action, the addition of three no parking zones along Parsons Avenue, Loughborough Drive, and Kibby Road. 

 

The no parking zone along the east side of Parsons Avenue, south of Childs Avenue (see Attachment 2) was requested by the City of Merced Site Plan Review Committee due to the anticipated additional traffic generated from a proposed 3-story hotel development on Parsons Avenue.

 

The no parking zone along Loughborough Drive is located adjacent to the driveway entrance near 900 Loughborough Drive (see Attachment 3).  The request was made by a citizen due to parked vehicles blocking the view of drivers leaving the Merced Mall parking lot on Loughborough.  The Committee approved a 20 foot zone to the west of the driveway entrance to alleviate the line-of-sight issues.

 

The no parking zone along Kibby Road is located nearly mid-point between Childs Avenue and Highway 140 (see Attachment 4). The zone was requested by a City of Merced employee to allow Water Department Staff the ability to safely collect water samples at the Kibby Road location as semi-trucks routinely block the sample access point. The Committee approved a 20 foot zone directly in front of the water sample collection point.

 

Also as result of the May 10th meeting, the Traffic Committee approved altering an existing freight and passenger loading zone (see Attachment 5).  The item was requested by Charles Wright Elementary School Representatives (see Attachment 10) to allow a change in the designated hours from the existing 9 AM to 5 PM to the proposed hours of 7 AM to 4 PM to allow for better traffic flow during school hours.

 

As a result of the July 12th meeting, the Traffic Committee approved adding no parking zones adjacent to the driveway entrance to the County parking long on West 22nd Street near M Street (see Attachment 6).  The no parking zone was requested by a Merced Court Employee on behalf of the judges and court employees that use the parking lot.  The Committee approved a 15 foot no parking zone adjacent to the west side of the driveway and the existing 7 foot no parking zone adjacent to the east side of the driveway to provide a clear line-of-sight for drivers exiting the parking lot.

 

IMPACT ON CITY RESOURCES

No appropriation of funds is needed.
