Authorizing the use of pooled cash to cover the appropriation until grant funds are reimbursed.

REPORT IN BRIEF

Consider accepting Fiscal Year 2015 SHSGP funds to purchase a decontamination trailer.

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Approving Resolution 2016-46, a Resolution of the City Council of the City of Merced, California, authorizing the City Manager to Execute the California Governor’s Office of Emergency Services FY 2015 Grant Assurances Agreement; and,

 

B.  Accepting FY 2015 SHSGP grant funds in the amount of $100,000 as revenue in the Intergovernmental - State Government Grants - Other State Grants account 001-0901-324.02-00; and

 

C.  Appropriating $100,000 to the Machinery/Equipment account 001-0901-523.43-00 to purchase a decontamination trailer; and

 

D.  Authorizing the use of pooled cash to cover the appropriation until grant funds are reimbursed.

Public safety, as provided for in the FY 16/17 Adopted Budget.

 

DISCUSSION

The Merced County Office of Emergency Services (OES) has been awarded funds through the FY 2015 State Homeland Security Grant Program (SHSGP).  The scope of the grant provides funding to build capabilities at the State and local levels and to implement the goals and objectives included in the State Homeland Security Strategies and Initiatives in the State Preparedness Report.  Within the parameters and requirement of the grant program, funds have been awarded by the Merced Big 5 Committee to the individual agencies and jurisdictions within the County.

 

On July 12, 2016, the Merced Big 5 Committee awarded the Merced Fire Department with $100,000 of the FY 2015 SHSGP funds to purchase a decontamination trailer. The trailer will serve as a replacement and will allow for the swift decontamination of firefighters and civilians following acts of terrorism or chemical emergencies.  The trailer will be housed at Station 51 and will be pulled by an existing Ford 350 pick-up truck.  

 

The State of California Emergency Management Agency requires adoption of a resolution by the City Council of the City of Merced, California, authorizing execution of the FY 2015 Grant Assurances Agreement to establish concurrence on the requirements of the grant. 

 

IMPACT ON CITY RESOURCES

There is no cost to the City, as grant funds fully subvent this purchase and no match is required.  However, pooled cash will be utilized to cover the appropriation until grant funds are reimbursed.
