SUBJECT: Amendment to the School Resource Officer Contract with Merced City School District  

 

REPORT IN BRIEF

Consider an amendment to the existing School Resource Officer (“SRO”) contract between the City of Merced and the Merced City School District to delete the maximum weekly hour limitation.

 

RECOMMENDATION

City Council - Adopt a motion approving a contract amendment with the Merced City School District; and, authorizing the City Manager to execute the necessary documents.

DISCUSSION

The City of Merced entered into an agreement with the Merced City School District to provide SROs for the District. AS the police officers working under the contract are CalPERS Retired Annuitants, the contract provides that the officer cannot work more than 960 hours in a fiscal year. The Agreement also provides that the officers cannot exceed 25 hours per week so that the number of hours worked by an SRO per fiscal year would be paced to last through the school calendar. The Merced City School District recently contacted the City with a request to amend the Agreement to remove the 25 hour per week cap, which they find to be too restrictive for their needs. Specifically, the District explained that they need greater flexibility with scheduling the SROs to provide coverage during after school hours and school events. The contract amendment allows for the police department’s SRO supervisor and the school district to set specific duty hours for the SRO upon mutual agreement. The Merced Police Department approves of this proposed amendment.  All other areas of the MOU remain in full force, including the provision that the SROs may not exceed 960 hours per calendar year.

 

IMPACT ON CITY RESOURCES

No appropriation of funds is needed.
