REPORT IN BRIEF

Consider accepting an additional $1,298,482 in Federal grant funds for the G and M Street Bridges at Bear Creek Repair Design Project and Development of the City of Merced’s Bridge Preventative Maintenance Program (BPMP).

 

RECOMMENDATION

City Council - Adopt a motion:

 

A.  Accepting grant revenue from BPMP State grant, increasing revenue 450-1104-324-02-00 in the amount of $1,298,482 and appropriating the same to account 450-1104-637.65-00 - project 108026 for the repair costs associated with the M Street Bridge at Bear Creek and the G Street Bridge at Bear Creek; and,

 

B.  Transferring matching funds of $168,233 from Street and Signal CIP Fund 450-1104-637.65-00 - Projects to be Determined to 450-1104-637.65-00 - project 108026; and,

 

C.  Approving the use of pooled cash until reimbursement is received from the grant; and,

 

D.  Authorizing the City Manager or his designee to execute the necessary documents.

Caltrans Procedures for Administering Local Grant Projects in the State Transportation Improvement Program (STIP) are used to comply with the changes to the programming and funding statutes brought about by Charter 622 of the Statues of 1997 (SB 45, KOPP).  The procedures have been modified to remain consistent with and complimentary to the various guidelines and policies adopted by the California Transportation Commission (CTC), including the current 2010 STP Guidelines (adopted on October 14, 2009).

DISCUSSION

The project is located at both the G Street and M Street bridges over Bear Creek and consists of the rehabilitation of both bridges to repair deteriorated conditions, prevent further deterioration of adjacent public facilities, and update facility features to comply with current design and American with Disabilities Act (ADA) standards.

 

The City of Merced opened bids on this project on August 23, 2016. Two bids were received that were less than one percent apart.  The lowest responsible bidder exceeded the engineer’s estimate and the City requested additional Federal funding in order to award the project. The low bidder has agreed to hold their bid amount during this intervening time. 

 

The (E-76) allows for the use of $1,298,482 in grant funding for costs associated with construction and construction support of the project.  The local match of $168,233 was included in the FY 2016/2017 Adopted Budget and no General Funds will be used.

 

Staff will set a Council agenda item to award the construction project and the specialized bridge construction management contracts at the February 6, 2017 meeting.

 

HISTORY AND PAST ACTIONS

On May 20, 2013, City Council accepted a $212,472 Federal Grant, through Caltrans, for the City of Merced’s Bridge Preventive Maintenance Program (BPMP).  The local matching funds were $27,528, for a total of $240,000.  The grant provided funding for the following:

 

1.                     Preventive Maintenance for the Bear Creek Bridge at M Street (Bridge No. 39C0028);

2.                     Preventive Maintenance for the Bear Creek Bridge at G Street (Bridge No. 39C0041); and,

3.                     Development of the City’s 2014 Bridge Preventive Maintenance Program.

 

In August 2015, Council accepted an additional $88,530 in grant funds for the design and development of the project.  City staff requested additional funding to complete the project due to the deficient condition of the M Street Bridge, which requires additional work recommendations beyond a simple repair.  The existing asphalt concrete (AC) overlay on M Street is cracked, settled, and uneven.  A full removal of the AC and placement of polyester concrete overlay is required to protect the bridge structure.  The existing sidewalks and curbs are also beyond repair, and require a complete replacement.  The planters will also need to be removed, with traffic rated barriers installed.  Additional erosion control and other rehabilitation measures are also needed.

 

In June 2016, council accepted $1,707,744 in grant funding for the costs associated with the construction of the project.

 

IMPACT ON CITY RESOURCES

Staff recommends accepting grant funds from the State of California adopted Bridge Preventive Maintenance Program (BPMP), increasing revenue account 450-1104-324.02-00 in the amount of $1,298,482, and appropriating the same to account 450-1104-637.65-00-108026 for the repair costs associated with the bridge projects.
