REPORT IN BRIEF

RECOMMENDATION

City Council - Adopt a motion transferring $15,000 from Fund 047 Facilities-Police (City) and $15,000 from Fund 057 Facilities - Police (Developer)  to Fund 449 Public Safety CIP and appropriating the same to 449-1001-627.65-00 Project 116040 Police Headquarters #2.

DISCUSSION

At the City Council meeting of November 21, 2016, staff was directed to pursue acquiring the Merced Sun-Star building as the site for the new Police Headquarters.  In order to proceed with the acquisition, changes to the entitlements and land use designation need to occur for the site currently designated for the new Police Headquarters which is at 669 E. Yosemite Avenue (the northwest corner of E. Yosemite Avenue and Mansionette Drive.)  Subsequent actions will also need to be taken which includes, but are not limited to, a general plan amendment, rezoning, review of the sale of the property to be in compliance with the general plan, noticing and declaring the property surplus, issuing a Request for Proposal and negotiating a Disposition and Development Agreement. 

 

Staff is requesting the transfer of $30,000 to move forward through the Development Application process.  Given the complexity of the project, staff will be using consultants (Attorneys, Environmental, and Appraiser) throughout the process.  Consultants will also be used to assist staff with disposing the site at Yosemite Avenue and Mansionette Drive and acquiring the Sun-Star property. The work performed by the consultants will be charged to the respective Project Account. 

 

IMPACT ON CITY RESOURCES

Council has indicated the importance of moving the new Police Headquarters project forward, and taking advantage of the expertise provided by the consultants will help keep the project in motion.  Staff recommends the transfer of $15,000 from Fund 047 and $15,000 from Fund 057 appropriating the same to 449-1001-627.65-00 Project 116040 Police Headquarters #2.
